THE NORTH AND SOUTH FLORIDA DISTRICTS ONLY. Project No./Title: DBEH
98-1561/Technical Engineering and Spacelift Services (TESS). Furnish
all labor, materials and equipment necessary to provide project
management, engineering programming, engineering design and review,
computer based modeling and three dimensional imaging, environmental
compliance support, subcontracting, testing, inspection, documentation,
cost control, scheduling, cost estimating, life-cycle cost analysis,
economic analysis, and computer systems support. These services shall
support a continuous need to repair, modify, and construct critical
launch facilities and ground systems to meet both continuing and
changing mission needs. The Contractor shall provide ancillary support
services to include a security program, safety program, quality
control program, and training program. The Contractor shall provide the
capability to respond to requirements added to the contract for
facilities and ground systems improvements and modernization (including
acquisition) in the form of separately priced work requests
(subcontract cost proposals) with systems engineering, installation and
test support, contract management and oversight, and technical liaison.
The Contractor shall provide a full-time core engineering staff at Cape
Canaveral Air Station. The location of services provided include Cape
Canaveral Air Station FL, Patrick Air Force Base FL, Jonathan Dickinson
Missile Tracking Annex FL, Malabar Missile Tracking Annex FL, Antigua
Air Station West Indies, Ascension Auxiliary Airfield South Atlantic,
and Ramey Solar Observatory Puerto Rico. The services shall be
performed on a variety of facility types including launch complexes and
support facilities, spacecraft payload processing and support
facilities, associated critical spacelift support facilities,
administrative facilities, and other industrial and commercial
facilities. These facilities are supported by critical ground systems
including Aerospace Ground Equipment (AGE), Real Property (RP), and
Real Property Installed Equipment (RPIE). The SIC code and size
standard for this acquisition are 8711/$20M. The performance period
will be 5 years (one 12-month basic contract plus four 12-month option
years). The anticipated solicitation issue and proposal due dates are
3 Feb 99 and 10 Mar 99. There is no charge for the solicitation
