COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 8,1998 PSA#2237SERVICES FOR INTERNATIONAL LABORATORY ACCREDITATION CONFERENCE (ILAC
2000) This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. The solicitation number is
53SBNB967001 and the solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-06.
The standard industrial classification (SIC) Code is 7011. The Contract
Line Item Numbers (CLINs) are as follows: CLIN 0001 is for services,
meeting rooms, food, and equipment for the conference to be held within
a two block radius of a Metro Station for October 28, 2000 through
November 3, 2000. The following are to be priced by 1 lot: CLIN 0001AA,
General Session theatre style 250 people; CLIN 0001AB Registration;
CLIN 1AC Breaks, 2 times per day for 200 people.CLIN 0001AD
Audio-Visual equipment CLIN 1AE Luncheon setup in rounds for 200 people
CLIN 1AF Opening Reception/registration hot and cold hors d'oeuvres and
cash bar for 200 people; CLIN 0001AG Dinner setup in rounds for 200
people. STATEMENT OF WORK. Contractor shall furnish the necessary
facilities, personnel, food, equipment and services as necessary for
the International Laboratory Accreditation Conference to be held
October 30, 2000 through November 5, 2000. The contractor shall provide
meeting services for off-site conference. Contractor shall be able to
provide 100 sleeping rooms for arrival October 28, and 200 rooms for
arrival October 29, departing November 3, (25 rooms within government
per diem). Also provide meeting room, audio-visual equipment, food and
beverage over the specified dates. Specific Requirements: A. Room for
general session set-up theatre style for 250 people, on October
30-November 3, 8am-5pm. B. Registration area outside of meeting room
with 4-6ft. tables, 4 chairs, trashcan, message board, and 4 easels. C.
Coffee breaks to consist of coffee (regular and decaffeinated), tea,
assorted juices, breakfast breads at 8am, refresh coffee (regular and
decaffeinated), and tea at 10am, and coffee (regular and
decaffeinated), tea and assorted sodas at 3pm on October -- November 3.
All coffee breaks are for 200 people each. D. Audio-visual requirements
-- Podium, lavalier microphone, overhead projector, 35mm projector,
data projector, and screen in general session room on October
30-November 3. E. Room for sit-down luncheon set-up in rounds on
October 30-November 3 for 200 people, 12pm-1pm. F. Opening
reception/registration on Sunday, October 29 to consist of hot and cold
hors d'oeuvres and cash bar, from 5-7pm for 200 people. G. Room for
sit-down dinner set-up in rounds on November 1, from 6-9 pm for 200
people. The offeror shall include the same warranty terms offered to
the general public in customary commercial practices. The provision at
FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this
acquisition. FAR provision 52.212-2, Evaluation -- Commercial Items
applies with the following specific evaluation criteria: (i) technical
capability to meet the Government requirement; and, (ii) past
performance. Evaluation of the specific evaluation criteria will be
based on information submitted in response to this RFQ. It is
recommended that information be included which demonstrates that the
services to be provided meet all the requirements identified in this
combined synopsis/solicitation. In addition, past performance will be
evaluated (include contact points, telephone numbers, and a description
of the items). Information which merely offers to furnish an item in
accordance with the requirements of the Government or does not address
a requirement contained herein will be evaluated based on this
information or lack of information. Offerors are cautioned to submit
quotes on the most favorable basis, since the Government may elect to
make an award without further discussions or negotiations. Award shall
be made within 30 days after receipt of quotes; and to the offeror
submitting the best value to the government. The clause at 52.212-4,
Contract Terms and conditions-Commercial Items, applies to this
acquisition. FAR clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition and includes the following FAR clauses: FAR
52.222.26, Equal Opportunity; FAR 52.222-35, Affirmative Action for
Special Disabled and Vietnam Era Veterans; FAR 52.222-37, Employment
Reports on Special Disabled Veterans and Veterans of the Vietnam; FAR
52.222-41, Service Contract Act of 1965, As amended (41 U.S.C. 351, et
seq.); 52.222-42, Statement of Equivalent Rates for Federal Hires (29
U.S.C. 206 and 41 U.S.C. 351, et seq.), and FAR 52.225-19, European
Union Sanction for Services (E.O. 12849), applies to this acquisition.
