responses to this notice will be for informations purposes, and will
not result in a contract. Request for comment (RFC) notice is to
solicit information from current data conversion organizations. The
Forest Service's purpose in providing an opportunity for industry
comment is to identify creative approaches and recommendations, as well
as identifying potential problems in the particular conversion process.
The purpose of this effort is to convert 35mm slides of field
investigations and inventories of abandoned mine sites to a digital
format. The digitally formatted data will be manipulated in various
ways; for example, to magnify portions of the slides or shrink and
enlarge entire groups of data up to 17" x 22". The quality of the
digital images must be sufficient to allow for a comparison; the size
of the files should not be so great as to require an unreasonable
amount of storage. The conversion method will allow approximately
15,000 slides to be scanned, placed on CD-ROM, images re-framed,
adjustments made to brightness, color, etc.; images would need to be
saved as a high resolution image and a thumbnail image. Each CD-ROM
would include an html reference sheet in the root directory, which will
be a linked index to the images on the CD-ROM. Image identification
method would match original slide number with digital image number.
Completed CD-ROMs would be grouped as directed by the Forest Service,
providing multiple copies of each. As part of the information provided
to the Forest Service, description of the method used, and a "before
and after" sample of the final product is encouraged to evaluate the
quality of the data conversion method. Please denote business size,
based on SIC Code 7389 -- Business Services Not Elsewhere Classified,
$5.0 million. The Forest Service does not intend to pay for the
information solicited and will not recognize any costs associated with
submission of this RFC. Information considered proprietary should be
clearly identified. All respondents will be included on the
planholders' list for the solicitation resulting from the information
