synopsis issued on October 22, 1998 for fabrication of turbine hardware
is corrected to read as follows: The Naval Air Systems Command
(NAVAIR), Program Management, Engineering Support and Test and
Evaluation (AIR 4.5) proposes to issue a follow on contract to
N00421-97-C-1232 for the fabrication and integration of high pressure
turbine hardware. This hardware will be procured on a sole source basis
from General Electric using a Cost Plus Fixed Fee contract vehicle. The
anticipated period of performance will be thirty (30) months, beginning
on or about February 1999. This is not a request for competitive
proposals. Based on many unique capabilities, GE is the only contractor
that can perform this work. Some examples of this work are: GE's
proprietary turbine design parts, and GE's qualified manufacturing
processes for critical turbine components. In addition, the added
design and qualification efforts needed for another contractor to
perform would delay the program by at least three (3) years and incur
