The U.S. Environmental Protection Agency (EPA), Office of Pesticide Programs (OPP), Antimicrobial Division, requires technical support for the evaluation of the efficacy of antimicrobial pesticides for registration and reregistration efforts. OPP, as required by the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), and the Federal Food, Drug and Cosmetic Act (FFDCA) as amended by the Food Quality Protection Act (FQPA) of 1996, institutes procedures for the registration and reregistration of pesticides. OPP develops data requirements and study guidelines that are used to assess the potential impact pesticides may have on human health and the environment. Before using these data for regulatory purposes, OPP must evaluate the studies to determine their adequacy and to guarantee that appropriate quality assurance (QA) procedures were carried out. Contractor support will be required in areas including: (1) Review of product specific efficacy data to ensure that the correct method was used to support efficacy claim, ensure information requirements and performance standards were met, ensure that unauthorized modifications have not been made to test methods; (2) Review efficacy data submitted in support of data call-ins outlined in Registration Eligibility Documents (REDs); (3) Conduct state-of-the-science review of efficacy test methodologies and guidelines; (4) Review and compile information on inadequate or suspect performance of registered antimicrobial pesticides; (5) Conduct literature searches on topics related to the efficacy of antimicrobial pesticides; and (6) Provide technical support for workshops and meetings required to resolve issues regarding efficacy and/or efficacy guidelines. This requirement will be procured utilizing Full and Open Competitive Procedures. Hard copies of the Request for Proposal (RFP) will not be mailed out. The RFP will be made available through the Internet and will appear at the EPA Contracts Internet Website on or around January 31, 1999.
