announces an opportunity for design excellence in public architecture.
Professional Services are required for design of a Joint USA/Canada
Port of Entry to be located at Sweetgrass, Montana & Coutts, Alberta.
The Sweetgrass/Coutts Port of Entry is to replace existing Border
Stations with new joint facilities for U.S. Customs, INS, Border
Patrol, USDA APIS; and Canada Customs, Immigration, and Agriculture.
Project includes estimated building area of 7629.8 square meters
(82,127 gsf), 9.2 hectares (22.8 acres) of land, commercial warehouse,
secondary inspection buildings, impound, parking for about 178
vehicles and 37 trucks, and site development for inspection and
traffic. Construction cost is estimated between 23 to a maximum of 26.3
million U.S. dollars with occupancy planned for October 2001. The Ports
of Entry must "provide efficient and economical facilities" for the use
of the U.S. and Canadian Agencies, as well as providing a "visual
testimony to the dignity, enterprise, vigor, and stability" of the
respective governments. The objective is to select an excellent
Designer and firm supported by highly qualified design professionals
who will produce an efficient and cost effective facility that
exemplifies design excellence within project scope, schedule and
budjet. The scope of Architectural-Engineering (A/E) services under
this proposed contract includes but are not limited to the following:
programming, site investigation (including geo-technical services and
analysis, topographical, and boundry surveys); complete design services
(including Architectural, Site Design, Space Planning, Interior Design,
Civil, Structural, Mechanical, Fire Safety, Electrical, and
Environmental disciplines as a minimum); and computer-aided design,
value engineering, and post contruction contract services. A/E Design
Firms and Lead Designers from both the United States and Canada are
encouraged to apply, and joint USA/Canada Teams are encouraged. The
selection will be completed in two Stages. Regardless of the number of
personnel, Firms, and locations, the evaluation will be limited to the
Offices, direct resources, and personnel proposed to perform the design
work. A/E Design Firms are those proposed to directly perform design
for Architectural & Site Design. Lead Designers are the Architect/Site
Designers who are proposed to directly oversee and coordinate the
Design work. A Lead Designer may either be an individual; or a group of
individuals as part of an organized Design Studio. STAGE I EVALUATION:
The first Stage will evaluate only Lead A/E Design Firms and their
Lead Designer(s), based on information provided in the Offeror's
proposal. The Proposal is to be based and organized as described below.
No other information will be considered in the first Stage. A short
list will be developed in the first Stage, with the best-qualified
Firms invited to submit information on the entire team for the second
Stage evaluation. Stage I will be evaluated based on Criteria 1 and 3
only. First Stage Submittals are as described in the following 2
paragraphs. The First Stage Proposal for the Lead Firm shall include
(1) Maximum 3 Graphics 8-1/2" X 11" and maximum 1 page description of
each, for not more than 5 relevant designs completed in the last 6
years. Lead A/E Design Firms must show evidence of capabilities in both
Architecture as well as site design/urban planning. The Portfolio for
the Lead Designer shall consist of (1) Maximum of 2 pages in the Lead
Designers own words describing their design philosophy, intent, and
approach to resolving design and construction issues (2) Maximum 2
pages biographical sketch outlining education, experience, and
recognition, and (3) Maximum 3 Graphics 8-1/2" X 11" and maximum 1 page
description of each graphic of not more than 3 projects completed in
the last 12 years. Lead Designer(s) must show evidence of capabilities
in both Architecture as well as site design/urban planning. STAGE II
EVALUATION: The sucessful short-listed offerors will be invited to
provide a State II proposal addressing the intire project team. Provide
GSA Form 254/255 for each proposal component with information on
individuals and firm locations who are acutally proposed to directly
perform project design. In addition to information provided in Stage I,
provide information on project team organization, ability to provide
services, past performance, performance history, and information on the
balance of the project team. Do not resubmit information provided in
Stage I Ebvaluation. In Stage II the Offerors will be evaluated based
on evaluation of qualifications of all team components using all
evaluation criteria. Short-listed firms will receive additional
information to facilitate preparation of their Stage II submittal.
Evaluation Criteria in relative order of importance: (1) Design
Ability, (2) Organization & Management, (3) Relevant Experience, and
(4) Production & Quality Control. Consideration in evaluation may
include but are not limited to factors including: participation by
Firms or personnel from both the USA and Canada, creative design
approach, past excellent performance with Agencies involved, and
demonstrated ability for prompt response to Project needs. As a
minimum, Offerors must demonstrate participation in the design by firms
or consultants from both USA & Canada. In the Evaluation, Offerors will
score better on applicable criteria where participation approaches a
50:50 ratio. The Design Team must have access to A/E services personnel
including registered/certified professionals including civil,
mechanical, electrical, structural, environmental, and fire safety.
