we receive the inputs from vendors, the Government intend to put out
a formal solicitation. We are inviting expressions of interest and
proposed solutions for getting the best and most affordable increase in
English language programming for the Camp Zama community. A site visit
tour at Camp Zama areas in Japan will be provided to interested
persons around 13 Jan 99. Statement of Work reads as follows: 1. Scope
of Work The TV Provider shall provide non-personal services including
all management, supervision, personnel, transportation, tools,
materials and other items and services necessary to construct, install,
operate, and maintain a TV system for the Camp Zama community. The Camp
Zama community is identified as follows: A. Sagamihara Family Housing
Area (616 dwellings ), B. Camp Zama (396 dwellings, plus 200
unaccompanied personnel in 15 barracks, plus 271 transient rooms in 5
buildings, plus 200 potential outlets in office buildings for news
service only ), Hardy Barracks (12 permanent residents, plus 21
transient quarters, plus 20 potential news service outlets) and C.
Sagami General Depot (95 dwellings, plus 4 unaccompanied personnel,
plus 20 potential news outlets). The TV system must provide service to
all buildings and residences in all locations, present and future, or
as designated by the Contracting Officer. In addition, the Government
has the option to request that cable be laid to a demarcation point at
Government buildings so that the Government can hookup existing
Government-owned cable. Appendix 1 identifies the existing CATV system
that can be incorporated into a vendor provided solution. Offerors
attach details of their proposed TV infrastructure upgrade. 2. Channel
Capacity The Government desires a minimum of 50 channels, capable of
delivering to subscribers the entire VHF and FM spectrums and selected
portions of the UHF spectrum and audio broadcast of local AM and FM
radio stations. All cable television programming must be in the United
States NTSC television format and all audio signals for television and
FM radio programs that are broadcast in stereo must be retransmitted in
stereo to all locations. 3. Services and Programming (a) The TV
Provider shall provide at a minimum three (3) levels of service as
detailed at Appendix 2. (b) The TV Provider shall provide as a minimum
the following broad categories of programming to be English speaking,
unless otherwise specified: (1) 24-hour news and weather (2)24-hour
sports (3) Children's programming (4) Premium movies (5) Public
broadcast programming (6) Major network and/or super stations (7)
Japanese speaking generalized programming (8) Educational programming
(9) Performing fine arts (10) Music channel (c) The 17th ASG Support
Group Commander reserves the right for final approval of all
programming. Appendix 2-Levels of Television Service 1. Cable
television service will be provided under three packages, Basic
Package, Expanded Basic Package, and Premium Package. The TV Provider
may choose to officer Pay-Per-View to any outlet on the facility if
they wish. Payment for Pay-Per-View will be in line with payment for
the Expanded Basic and Premium Packages. The following descriptions
establish the levels of service. Each level will contain the specific
channels indicated, or specific channels which fill the category
identified when the description is generic. a. Basic Package: At no
time will there be any charge for receiving the Badic Package. This
package will be provided at no cost to all locations. The number of
channels in this package may not change during the term of this
agreement, although the programming may change. This programming should
be available to the TV Provider free of charge and are listed below.

Expanded Basic Package: Expanded Basic package must contain Basic
Package programming and as many TV Provider obtained channels as
desired. This package may not contain any programming obtained or
produced by AFRTS. Offerors attach details of their proposed Expanded
Basic Package c. Premmum Package: 1. Premium package must contain Basic
Package programming and as many TV Provider obtained channels as
desired. This package may not contain any programming obtained or
produced by AFRTS. This package should contain those channels paid for
on a per channel basis. The TV Provider may choose to offer
programming such as Sshowtime HBO or Cinemax. Pay-Per-View may also be
offered by the TV Provider in this package. Offerors attach details of
their proposed Premium Package. 2. The location of channels in the
Basic Package and the channels carried in the Basic Package are
controlled by the 17th Area Support Group Commander. The 17th Area
Support Commander, through the Cable Television (CATV) Advisory Panel
will determine what changes, if any, will be made to the Basic Package.
3. TV Provider has the option of using all, some, or none of the
existing government equipment used to receive locally broadcast
Japanese radio and television channels. However, the provider shall
maintain and replace at their expense any equipment utilized to include
cabling. Appendix 1 Camp Zama Television (TV) System (Narrative
Description) 1.0. General: 1.1 The current locations consisting of A.
Sagamihara Family Housing Area (SHA), B. Camp Zama, and C. Sagami
General Depot, and D. Hardy Barracks CATV infrastructure is over 25
years old. The system was first implemented in housing areas, barracks,
billeting and Distinguished Visitor Quarters. 1.2. The CATV system is
continually expanding due to GOJ building construction, such as new
family housing towers and new office buildings (work centers). TV
outlets are routinely added by the US Government to recently built or
newly renovated offices. Approximately 85% of all work centers have TV
outlets installed in them. Since additional outlet installations are
on-going, this figure continues to increase. Other changes to the
current system include existing CATV cables being deactivated or
rerouted in conjunction with GOJ building renovation. 2.0 The CATV
Headend: 2.1 The location headends consist of: two Japanese TV channels
(VHF), NHK-1, and TBS which are received via rooftop antennas located
on towers adjacent to the Cable headend. CS Maspro antennas provide
Star channel, Super channel, MTV and CNN International programming. BS
antennas provide one Japanese channel NHK-BS-1. A 4.5 meter dish
provides AFN Pacific, AFN Atlantic, Spectrum, and News and Sports
channels. The Commander's Access Channel originatesfrom the Camp Zama,
bldg 101 and is distributed to Camp Zama via cable. A microwave system
provides the Commander's Access Channel to SHA and Sagami Depot
headend. All television channels and FM radio signals are combined at
the headends then distributed to the subscribers by cable. 2.2 The
majority of the headend equipment is American manufactured by Jerrold
Corporation. Both American (CATEL) and Japanese FM modulators are used.
The tuners and converters are all Japanese manufactured. All existing
equipment and CATV infrastructure are available to the TV Provider at
no cost, however normal maintenance and upkeep will be the
responsibility of the TV Provider. 2.3 The current system provides 12
TV channels and 5 FM radio stations to all customers. Customers at the
Hardy Barracks are serviced by similar headend equipment with minor
differences in channel capacity. Hardy Barracks has 14 channels and 5
FM radio stations. 2.4 . Japanese TV channel frequencies and FM radio
stations must be converted to US frequencies to be compatible with
subscriber radio and TV equipment. 3.0. TV Outlets: The TV outlets
installed in the majority of the housings buildings are the 75-ohm
type. A small number of housing units have the 300-ohm type (2 terminal
posts) terminals. 4.0. TROUBLE CALLS: The US Government (78th Signal
Battalion) responds to approximately 10 to 15 calls per month from
subscribers. The repair action is currently free. 5.0 Notice to
American Vendors: It is not possible to rebroadcast signals via
