National Science Foundation (NSF) is soliciting proposals to provide
support for the Presidential Awards for Excellence in Mathematics and
Science Teaching (PAEMST) program. Since 1983, the National Science
Foundation (NSF), has funded and managed the program of PAEMST on
behalf of the White House. PAEMST needs a comprehensive contractor to
administer those aspects of the Program not remaining with NSF. These
include: on-site logistical support for letters and mass mailings;
maintaining all program databases; keeping the website updated;
logistical support for the recognition events; creation of an
advertising and media campaign; and design of all program publications
(poster, brochure, Biography Book, invitations, programs). There are
currently 216 teachers recognized annually through the Presidential
Awardees Program. The awardees and their guests (432 total) are brought
to Washington, DC for an Awards Week celebration, for which the
selected contractor will provide all logistical support. NSF
anticipates awarding a two or three year base contract with options to
extend the contract up to five years. All potential offerors should

the solicitation will be available on or about December 22, 1998. All
amendments to the solicitation will also be included at the Web site
noted above. To receive all other special notices and other
communications regarding this solicitation that may not be available on
the Web Site and to ensure receipt of the solicitation if it is not
available on the Web Site, organizations should submit requests by
e-mail to the following address (jleithea@nsf.gov) and include where
the documents should be sent. This requirement is 100% set aside for
small businesses (see number Note 1) under SIC Code 8742, and the size
standard is $5,000,000 in average annual receipts for the past three
