provides notification of an amendment to solicitation MS-98-R-0013,
which was last posted on April 28, 1998. The U.S. Marshals Service
(USMS) has established an additional requirement for the lease of
turbo-prop aircraft with a capacity of 12 to 20 passengers. All
aircraft shall be U.S. registered transport category turbo-prop
powered. No specific aircraft model is specified for this requirement.
The cost associated with the lease of this aircraft shall be paid in
the form of a flight hour rate. Such rate, to be proposed by the
provider, shall be considered payment in full for the aircraft, crew,
maintenance, insurance, and aircraft cleaning. The aircraft will need
to be made available to the USMS with approximately 12 hours notice
prior to the time for commencing the mission. The aircraft will
generally make round trips in the Caribbean area with service between
the Virgin Islands (St. Thomas and/or St. Croix), Puerto Rico, the
Dominican Republic, and Haiti; however, the USMS may requireservice to
other locations. It is estimated that the aircraft will be flown
approximately 10 hours per week. A multiple award Basic Ordering
Agreement (BOA) with one base year plus four option years will be
awarded to any or all acceptable offerors. The Government will continue
to solicit qualified sources on an annual basis through issuance of
commerce business daily notices. Only concerns holding BOAs will be
solicited to participate in the competition(s) for individual orders.
This synopsis serves to inform potential offerors of this additional
requirement, as specified above, which will result in orders during the
first year of the BOAs. This notice shall be considered to have
fulfilled the synopsis requirements set forth in FAR 5.201 for all
orders issued for this additional requirement. Requests for this
amendment to solicitation MS-98-R-0013 for this additional requirement
must be submitted in writing by facsimile (405) 680-3466 or by mail to
