On or about 06 January 1999, this office will issue Invitation for Bids for the construction of ADAL AEROMEDICAL AND DENTAL CLINIC FACILITIES, GRAND FORKS AFB, NORTH DAKOTA. Bids will be opened on or about 10 March 1999. This solicitation is unrestricted and open to both large and small business participation. The work will include the following: (Approx. quantities) New Two-story [21,219 gross square feet (GSF) for two floors] Dental Clinic/Flight Medicine Addition to the existing Aeromedical Clinic and Remodel 9,507 GSF of existing Dental Clinic in the existing Aeromedical Clinic. NEW DENTAL CLINIC/MEDICINE ADDITION incl: exterior walls of masonry construction, brick and glass block; structural system includes load-bearing reinforced masonry walls, steel columns, steel beams, steel joists and steel deck; roofing of modified bitumen with gravel; concrete slab-on-grade; floor finishes include: vinyl composition tile (patient rooms), seamless sheet vinyl flooring (treatment rooms), ceramic tile (toilets), and carpeting (offices, admin areas, conferences and other areas); wood, aluminum, and hollow metal doors; aluminum and steel windows; plastic laminate cabinetry and medical casework; lockers; interior wall finishes include: paint and vinyl wallcovering; visual display boards, markerboard and magazine racks; interior signage; wet-pipe fire sprinkler system; HVAC; piping for medical gases; plumbing; Electrical wiring and lighting; lightning protection; fire detection and alarm system; conduit and wiring for communications, cable TV, paging, data and uninterruptible power; hydraulic elevator; and uninterruptible power source system. REMODEL EXISTING DENTAL CLINIC to accommodate Bioenvironmental Engineering, Public Health and Optometry functions (Includes demolition, Asbestos Abatement of drywall mud and vinyl asbestos floor tile and remodeling work). SITE WORK includes: pavement and site removals; asphalt parking lot to add 59 parking stalls; 125 meters water line; 30 meters gas line; 60 meters sanitary sewer; 475 meter HTHW line; 800 meter Underground electrical conductors; exterior lighting; cathodic protection; 500 KVA Oil Filled Transformer; Block Heaters; 103 meters telephone cabling; landscaping (seeding and trees). The estimated construction cost of this project is between $2,500,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 1998: (a) Small Business: 61.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business: 4.5% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm.
