This is a Sources Sought Notice (not a presolicitation notice pursuant to FAR Part 5) to identify sources that can provide a needle-less intravenous (IV) system. The 37th Contracting Squadron (37 CONS), Lackland AFB, Texas anticipates a requirement to provide a needle-less IV system for Wilford Hall Medical Center (WHMC). The system will consist of needle-less valves and pumps (approximately 516 pumps). The needle-less valve must have the following minimum features to satisfy the requirement: (a) Minimum flow rate of 125cc; (b) minimum back pressure of 45 psi; (c) minimum residual volume of less than .07cc; (d) total activation's must exceed 100/72 hours; (e) displacement = -0.02cc~+0.05cc; (f) compatibility to alcohol/lipids/blood anti-neoplastics; (g) sterile barrier; (h) valve activated with no needle access; (i) valve must be latex free; (j) internal and external threading; (k) must be accessible by both male luer and male lure-locking syringe and IV sets; (l) valve must be immediately available inall desired in-line IV gravity sets, IV pump sets, central lines, extension sets, and custom IV sets; (m) all sets (vented and non-vented) must be universally compatible with all U.S. IV solutions vendors IV bags in all volume configurations; (o) the product offered must have a minimum of a 3 year track record on the market; and the company offering the system must be able to provide a minimum of 5 independent clinical studies that have found their product satisfactory. The pumps to support this system must have the following minimum features: (1) +/- 5% accuracy over 72 hours at all rates (.1cc/hr-999.9cc.hr); (2) ability to stack multiple pumps on one pole and daisy-chain the pumps together utilizing one outlet (should be able to stack a minimum of 5 pumps @ pole to be visible above bedside); (3) ability to preprogram standard drug concentrations in drug library with appropriate unit designation for dose/rate calculations; (4) modular single channel pump only; (5) software upgradeable with EPROM chips (upgrades offered to facility free of charge); (6) Y2K complaint; (7) ability to dock pumps to cardiac monitors; (8) air trapping set with the ability to trap a minimum of 3 cc's without affecting fluid delivery; (9) alarm log and operations log that logs both date and time stamp of occurrences; (10) profile mode; (11) Power requirements 90-132 VAC, 30 Watts, 47-63 Hz, Meets UL Standard 544 with hospital grade 3 pin plug; (12) 12 volt sealed lead-acid Battery for ambulatory use; and (13) biomedical maintenance, WHMC reserves the right to service biomedical equipment at onsite maintenance facility with local technicians; service of biomedical equipment training will be provided to WHMC free of charge by the company.
