INFORMATION: Cultural Resources Management and Related Services,
procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36,
are required for Various Civil Works Projects within the Huntington
District boundaries(all or portions of West Virginia, Virginia, Ohio
and Kentucky including the work for others program and other federal
agencies. Contract period will be for a base period of one year and two
(2)option periods NTE one year each. The amount of work in each
contract period will not exceed approximately $400,000.00. An option
period may be exercised when the contract amount for the base period or
preceding option period has been exhausted or nearly exhausted. Work
will be issued by negotiated firm-fixed-price delivery orders, NTE
$400,000.00. This announcement is open to all businesses regardless of
size. If a large business is selected for this contract, it must
comply with FAR 52.219-9 regarding the requirement for a subcontracting
plan on that part of the work it intendsto subcontract. The plan is NOT
required with this submittal. The wages and benefits of service
employees (see FAR 22.10) performing under the resulting contract must
be at least equal to those determined by the Department of Labor under
the Service Contract Act. 2. PROJECT INFORMATION: The types of work and
services to be performed under the terms of this contract may include,
but are not limited to the following: local and regional cultural
resource assessments, archival and background research, formulation and
implementation of research designs, addressing reconnaissance, survey,
site testing, evaluation, mitigation (data recovery) of archeological
deposits, geomorphological investigations, historic and historic
architectural studies, and analysis and report preparation relative to
these activities. Also, a variety of special studies may be required.
3. SELECTION CRITERIA: See Note 24 for general selection process. The
selection criteria are listed below in descending order of importance
(first by major criterion and then by each sub-criterion). Criteria
a-d are primary. Criteria e-g are secondary and will only be used as a
tie-breaker among technically equal firms. a. Specialized Experience:
Experience in designing and executing cultural resources assessment
and mitigation projects in the Ohio Valley. b. Specialized Staff and
Equipment: Studies may include paleobotanical, zooarcheological,
bioarcheological, palynological, dating studies, remote sensing and
various soils studies, as appropriate and as typically ancillary to
archeological and geomorphological investigations. The contractor is
required to have GIS (ArchView), GPS and remote sensing capabilities.
c. Capacity to Accomplish the Work: Sufficient equipment and personnel
to accomplish work as required to maintain delivery of a quality
product on a timely schedule. d. Past Performance: Performance on
contracts with government agencies in terms of quality of work,
compliance with performance schedules and professional publications in
local, regional and national journals. e. Geographic Location:
Geographic Location with respect to the region under consideration. f.
Current DOD Contracts: The volume of DOD contracts awarded during the
previous twelve months. g. SB and SDB Participation: Extent of
participation of small businesses, small disadvantaged businesses,
historically black colleges and universities and minority institutions
in the proposed contract team, measured as a percentage of the total
estimated effort. 4. SUBMISSION REQUIREMENTS: See Note 24 for general
submission requirements. Interested firms having the capability to
perform the work and who desire to be considered must submit two copies
of SF 255 (11/92 edition) and two copies of SF 254 (11/92 edition) for
the prime firm and all consultants, to the above address not later
than the close of business on the 30th day after the date of this
announcement. If the 30th day is a Saturday, Sunday, or Federal
holiday, the deadline will be the close of business of the next
