Naval Air Systems Command (NAVAIR) intends to issue a sole source
contract to Lockheed Martin Aircraft Center, Greenville, SC. In an
effort to develop a Reliability Centered Maintenance (RCM) Program
which will stream line the Navy's critical maintenance requirements and
determine non essential maintenance, the contract will direct Lockheed
to conduct a comprehensive Scheduled Maintenance Plan (SMP) validation
on approximately 105 C-130 aircraft. The contract will include
Reliability Centered Maintenance Analysis (RCMA) on the components
and/or systems contained in the RCM candidate list and Maintenance Test
Analyses (MTA) on the Maintenance Significant Items generated by the
RCMA. The contract will include a subsequent requirement to develop an
Integrated Maintenance Program which will replace the existing
inspection requirements of NA 01-75GAA-6/-6-1/-6-2/-6-3/-6-4 and NA DLM
Specification. As the original designer, developer, and manufacturer of
the C-130 aircraft Lockheed Martin is the only contractor with the
required proprietary data to perform the RCMA. Posted 12/08/98
