IAW with a Commercial Activities Proposed Action Summary (CPAS)
announced to US Congress on 08 SEP 98, The US Army is conducting a
review IAW the Office of Management and Budget (OMB) Circular No. A-76
entitled "Performance of Commercial Activities " at the Tooele Army
Depot Tooele, UT. The Tooele Army Depot's base operations and
ammunition demilitarization activities are comprised of 90 functions.
The specific functions under study are: Installation Services:
Equipment Management, Small Army Repairman & Locksmith, Logistics
Management Specialist, General Supply Specialist, Maintenance Systems
Analyst, Inventory Management Specialist, Battery Repairer, Motor
Vehicle Operator, Material Handler and Forklift Operator, Maintenance
Repair: Alterations and Minor Construction of Real Property, Facilities
Management, Assistance, Crane Operators and Engineer Equipment
Operator, Electrician, Welder and Sheetmetal Mechanic, Maintenance
Mechanic, Engineer Equipment Operator, Electronics Mechanic, Air
Conditioning Mechanic, Boiler Plant Operator, Boiler Plant Operator &
Pipe fitter, Plumber, Water Treatment Plant Operator, Utility System
Operator, Ammunition Demilitarization: Explosive Operator Supervisor,
Explosive Operator, Production Controller, Clerical, MWR, Accounting,
Suggestions, Value Engineering, Work Measurement Coordinator,
Information Management, Computer Operators, Computer Specialists,
Publications/Mail Services, Business Development/Marketing, TAQ,
Administrative Specialist, Organizational Specialist, Program Analyst,
Engineering Service. It is anticipated that approximately 106
positions are not inherently governmental in nature and will comprise
the final Commerical Activities inventory. The purpose of this notice
is to identify and, establish initial interest and points of contact
from the vendor community. Information may be used to help formulate
bidder's mailing lists, acquisition strategies, to include
socioeconomic program support and to help establish commercial
practices available to the Government. Any responses to this notice
should include the following information: Company name, point of
contact, address, telephone and fax numbers, e-mail address, brief
description of company and capabilities, experience areas, size,
history, CAGE code and/or Tax ID number, lg. business or small business
category. Also include any suggestions on what your firm would consider
standard commercial practices if contracted to operate a similar type
facility on behalf of another party, i.e., length and number of
contracts, type of contracts, commercial terms, etc. or any other
suggestions the firm would like to offer. NOTE: No solicitation will be
issued at this time. Participation in this effort is strictly voluntary
with no cost or obligation to be incurred by the U.S. Government. The
U.S. Government will in no way be obligated to purchase all or any part
of the services described above. The U. S. Government is providing this
information as general information only. The U.S. Government will in no
way be bound to this information and responses received if or when any
solicitation is issued. NOTICE TO ALL CONTRACTORS: All contractors who
provide goods/services to the Department of Defense (DOD) must be
registered in the Central Contractor's Register (CCR). You cannot be
awarded a DOD contract for solicitations issued after 31 MAY 98 if you
