COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 10,1998 PSA#2239C -- SYSTEMS ENGINEERING, INTEGRATION, AND MANAGEMENT SUPPORT SERVICES
NASA/GSFC plans to extend contract NAS5-32590 entitled, "Systems
Engineering, Integration, and Management Support Services (SEIMSS)"
with McDonnell Douglas/Boeing on a sole-source basis. This extension
will be for a six-month basic period with six, one-month options. The
contract currently extends through January 9, 1999. The follow-on
contract is expected to be in place in July 1999. This extension will
provide continued performance during the interim period until the new
competitive procurement is awarded. McDonnell Douglas/Boeing is
uniquely qualified to perform this requirement, due to its current
involvement in critical flight programs such as TDRS, GOES, ESSP,
EOS-AM, EOS-PM, OLS, and HST. McDonnell Douglas/Boeing has the
expertise and knowledge necessary to continue the testing and
development of these complex systems to meet critical schedules for
flight projects during this interim period. The statutory authority for
Other Than Full and Open Competition is 10 U.S.C. 2304(c)(1), Only One
Responsible Source. Any other firm desiring consideration must fully
identify its capability or submit a proposal within fifteen (15) days
of publication of this synopsis, to the Goddard Space Flight Center
