COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 10,1998 PSA#2239DRAFT BASIC AGREEMENT FOR RETAIL ELECTRICITY The Defense Energy Support
Center (DESC) is seeking to enter into Basic Agreements (see Federal
Acquisition Regulation [FAR] Fart 16.702) with potential suppliers of
retail electricity, ancillary services, and incidental services for
delivery within all ten North American Electric Reliability Council
(NERC) regions located within the continental United States. In view of
the changing regulatory environment, the execution of Basic Agreements
affords DESC the best opportunity to meet future installation
electricity requirements, if requested to do so, through award of
definitive contracts using existing Basic Agreements. A Basic Agreement
affords both the Government and potential suppliers an opportunity to
reduce transaction costs. DESC will, within three weeks, post a draft
Basic Agreement for industry comment on its website
(http://www.desc.dla.mil/main/a/electric/) and will be holding an
industry forum on January 25, 1999 to obtain comments and suggestions
from those who are interested in entering into Basic Agreements with
DESC. The meeting will be held at the Crystal City Hyatt Regency Hotel
located in Arlington, VA in conjunction with the DESC Worldwide Energy
Conference (see: http://www.desc.dla.mil/main/wwec/wwec.htm). Questions
