This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as suppliemented with additional information included in this ntoice. This annouincement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-09. This altimeter test set is used to isolate faults in the AL-1010R AL-101A radio altimeter system and to perform routine flight-line maintenance tests on the system while installed on the aircraft. Award will not be delayed for source approval. Offers from firms not previously identified as sources for this requirement will only be considered when it can be determined prior to award that the item being offered will meet the Government's requirements. All potential offerors should contact the buyer/PCO identified in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
