Matthews, jan.matthews@msfc.nasa.gov. NASA/MSFC plans to issue a
Request for Quotation (RFQ) for Refurbishment of the Tethered Satellite
System (TSS) Soft Particle Energy Spectrometer (SPES) Instrument. The
SPES instrument was part of the Research on Orbital Plasma
Electrodynamics investigation that flew on the MSFC-managed TSS-1 and
TSS-1R missions. MSFC now intends to use the back-up SPES instrument on
an Air Force sponsored mission scheduled for launch in September 1999.
Specific Tasks Required are as follows: 1. Disassmble three SPES
sensors for refurbishment. 2. Check coatings and surface cleanliness.
Make necessary repairs. 3. Test and select best GFE Channeltron
Electron Multipliers (CEM's) 4. Install new GFE CEM's in each SPES
sensor. 5. Design and fabricate new entrance apertures sized for the
Air Force mission. 6. Reassemble the SPES sensors. 7. Fabricate one (1)
adapter cable. 8. Functional test and calibrate the three (3) SPES
sensors. 9. Deliver refurbished SPES sensors to MSFC by March 1, 1999.
10. Consult with MSFC on refurbishment of the SPES CPU electronics
box. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items
from Southwest Research Institute, San Antonio, TX, The authority for
other than Full and Open Competition is FAR 6.302-1. The Government
intends to acquire a commercial item using FAR Part 12.See Note 22. Any

(7) days from the publication of this synopsis to submit in writing to
the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 16th of December, 1998 or without
the required information will be considered nonresponsive to the
synopsis and will not be considered. A determination by the Government
to not compete this proposed effort on a full and open competitive
basis, based upon responses to this notice is solely within the
discretion of the Government. Oral communications are not acceptable in
response to this notice. All responsible sources may submit an offer
which shall be considered by the agency. An Ombudsman has been
