(256)955-1187 The U.S. Army Space and Missile Defense Command (USASMDC)
intends to enter into a noncompetitive contract modification to
Contract DASG60-97-C-0039. The objective of this effort is to define,
develop, integrate, and test the necessary Kill Vehicle (KV) and
subsystem technologies to demonstrate performance of the Kinetic Energy
Anti-Satellite (KE ASAT) system, with debris mitigation. The purpose of
the basic effort is to provide for additional KV
development/modification, support equipment, spares, fabrication,
integration, test planning, testing, including simulations,
hardware-in-the-loop (HWIL) support, ground testing, and flight
qualification to bring three (3) KV's up to a flight qualified
readiness status. Option I, if exercised, will conduct two (2) KV
system tests. Award of this effort to other than the proposed offeror
would result in substantial duplication of costs to the government.
Data will be provided through simulation runs and system tests and
performance prediction estimates. Static testing of the KV's
(non-propulsive) in contractor provided test facilities is to be
included. Additionally, the KV's shall be designed and flight qualified
to meet safety, environmental, test, and Electromagnetic
Interference/Electromagnetic Compatibility (EMI/EMC) requirements for
the optional system testing. The flight qualified KV's shall be capable
of meeting all performance requirements for launches from the PMRF, HI,
or Kodiak, AK into Kwajalein Missile Range (KMR), Marshall Islands. The
contractor will be responsible for all hardware, software, and testing
necessary to assure delivery of two (2) KV's to a specified point in
space when separated from the STARS third stage. A SECRET facility
clearance is required. The proposed effort will not be open to foreign
participation. In accordance with Federal Acquisition Regulation (FAR)
6.302-1(a)(2)(ii), Boeing North American of Anaheim, CA, under existing
Contract DASG60-97-C-0039, has been identified as the intended source
for the above effort. This notice of intent is not a request for
competitive proposals; however, responses received from all interested
sources will be reviewed by the government and given consideration as
an alternate source. All responses should be directed to
SMDC-CM-CN/Dianne Trimble and must be received within fifteen (15) days
from the publication date of this notice. A determination by the
government not to compete this proposed action based upon responses to
this notice is solely within the discretion of the government. Posted
