ventilation exhaust stream study that will test continuous air monitors
and filter media for airborne transuranic molecules. The Government
anticipates that it will award a purchase order pursuant to this
solicitation utilizing Simplified Acquisition Procedures. During
contract performance the contractor shall be required to: assist the
Carlsbad Area Office (CAO) in identifying and analyzing new continuous
air monitor (CAM) technology for remote-handled (RH) TRU waste
disposal operations; test CAM technologies and filter media in
controlled laboratory conditions using radioactive materials to
determine their suitability for use at the Waste Isolation Pilot Plant
(WIPP) (Note: The contractor shall have a facility that can produce
and release aerosols containing plutonium under a controlled
environment); provide expert direction and guidance with monitoring
methodologies and techniques appropriate for WIPP ventilation exhaust
streams and the single point sampling practices used at WIPP; and
assist the CAO in responding to comments from external stakeholders
regarding continuous monitoring airborne particulate sampling of the
WIPP ventilation exhaust streams and the use of shrouded probes and
single point sampling of the WIPP. This contract action is for services
for which the Government intends to enter into a sole source contract
with Lovelace Biomedical & Environmental Research Institute, P.O. Box
5890, Albuquerque, NM 87185, under the authority of FAR 6.302-1, since
it believes that Lovelace Biomedical & Environmental Research
Institute is the only firm that has the capability to properly test
CAMs and filter media with aerosol airborne transuranic particles under
controlled laboratory conditions. All interested parties are required
to submit a prospectus of their company's qualifications and shall
include fully burdened hourly rates of their project manager,
scientists and technical experts and shall provide the price structure
of their test facilities to: U.S. Department of Energy, Carlsbad Area
Office, Attn: Kimberly V. Carroll, Contracting Officer, Post Office
Box 3090, Carlsbad, NM 88221-3090. All offers received within 16 days
after the date of this synopsis will be considered by the Government,
if determined to be technically qualified. Technical material may be
