The National Archives and Records Administration is issuing a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are hereby requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quotations (RFQ) Number NH-99-0152, which incorporates provisions and clauses in effect through Federal Acquisition Circular 97-09, October 30, 1998. This procurement is in accordance with Federal Acquisition Regulation (FAR) and is set-aside for Small Business under the Standard Industrial Classification Code (SIC) 8299, with a small business size standard of $5 Million annually. DESCRIPTION OF SERVICES TO BE ACQUIRED: CONFLICT MANAGEMENT TRAINING CLASSES IN ACCORDANCE WITH THE BELOW STATEMENT OF WORK (SOW). This requirement is for Conflict Management Training Classes for a maximum of 40 one daysessions with between 20 to 25 persons per class between January 4, 1999 and June 30, 1999. Provide price for the following Line Item: 0001, Conflict Management Training Class one day in length for 20 -- 25 persons, Quantity- 40, Unit Issue- Each, Amount $ ., Total $ . . The Government will adjust offers proposed on a per student price to the maximum number of students per class as identified in the below SOW. STATEMENT OF WORK: Introduction: The National Archives and Records Administration (NARA) has an immediate need to acquire Conflict Management Training services for approximately 800 personnel. The training shall be conducted at NARA locations (specified below) in Washington DC, College Park MD, and Suitland MD. SCOPE: The Contractor shall: A) Provide up to a maximum of 40 separate one day Conflict Management interactive training classes (the Government makes no guarantee that all 40 classes will be ordered) at the locations specified herein between January 4, 1999 and June 30, 1999. B) The number of participants per class will average between 20 to 25. The Contractor shall plan on training and have on hand sufficient training materials for 25 participants per class. C) Provide participants with skills necessary to: (i) Recognize conflict issues that impact personnel performance; (ii) Confront conflicts and problems in a non-hostile manner; and (iii) Manage and resolve conflict effectively. D) Ensure class participants learn how to: (i) Control their own anxiety, fear, and anger; (ii) Actively listen to individuals and groups; (iii) Identify and analyze conflicts and/or problems; (iv) Open discussions and promote positive dialog; (v) Verbalize conflicts and problems; (vi) Evaluate the causes of the conflict or problem; and (vii) Facilitate and/or negotiate effective change to resolve the conflict and/or problem. SCHEDULE: Classes shall be scheduled to start no earlier than 8:45 AM and end no later than 4:00 PM. The Contractor may schedule up to six classes per week for all three locations provided that not more than two classes per week are scheduled at any single location. For planning purposes the estimated number of individuals requiring training are 196 at Archives I, 489 at Archives II, and 115 at the Suitland Records Center. Room availability (subject to change) at each site for January to June is as follows: (1) Archives I, National Archives and Records Administration, 700 Pennsylvania Avenue, NW, Washington, DC 20408. For scheduling purposes, rooms are currently available for the following dates: January 1-21, February 8-10, 12, 15-17, 19, 24, 26, March 1-5, 8, 10, 12, 15, 17, 19, 22, 29-31, April 1-16, 19, 21, 23, 26, 28, 29, May 3, 5, 7, 10-14, 17, 19, 21, 24-26, June 2, 21, 23, 25, 28, 30; (2) Archives II, National Archives at College Park, 8601 Adelphi Road, College Park, MD 20740-6001. There will be at least one room available each week. For scheduling purposes there will be no rooms available for the following dates: January 12, February 2, March 17 and 18, April 13, 14, 15 and 16; (3) The Washington National Records Center, 4205 Suitland Road, Suitland MD 20746-8001 (Located in the Suitland Federal Complex in Suitland, MD). There will be at least one room available each week. For scheduling purposes there will be no rooms available for the following dates: February 4 and 5, April 13, June 3. INSTRUCTORS: The Contractor agrees to use only those instructors whose resumes were submitted with the Contractor's quote and approved by the Government. The Contractor agrees that no substitution of instructor personnel shall be made without prior approval of the Contracting Officer and/or Contracting Officer's Representative (COR). If an instructor, for whatever reason, becomes unavailable, the Contractor shall promptly notify the Contracting Officer and/or COR, propose a substitute instructor, provide a detailed explanation of the circumstances necessitating the proposed substitution, and submit a complete resume for the proposed substitute instructor. All proposed instructor substitutes shall have qualifications that are equal to or higher than the qualifications of the person being replaced. If the Contracting Officer and COR determines that the substitute instructor is not suitable, the Government reserves the right to reject the proposed instructor. The Government reserves the right to use another source for any classes that a substitute instructor cannot be mutually agreed upon by the Government and the Contractor. COURSE SYLLABUS: The Contractor shall follow the proposed course syllabus approved by the Government. Any deviations from the original Government approved course syllabus shall be transmitted to the COR for approval not later than 5 work days prior to the class start date. TRAVEL COSTS: All travel, meals, and incidental expenses associated with the Conflict Management classes conducted at any of the NARA locations are considered to be included in the Firm Fixed price quote per class. No additional travel, meal, or incidental costs are authorized. CONTRACTOR FURNISHED PROPERTY: The Contractor shall furnish all training course materials, overhead slides, handouts, lecture materials, etc. Additionally, if the Contractor intends on using a computerized PowerPoint presentation, they shall provide any necessary software, disks, and lap top computer necessary to support the PowerPoint presentation. GOVERNMENT FURNISHED PROPERTY: The Government will provide a room for the training at each of the Government specified training sites. Additionally, if specifically identified and requested in the Contractor's quote, the Government will provide an overhead projector, audio sound equipment, and/or PowerPoint presentation projection capability (Contractor shall provide lap top computer, software, etc). Any additional needed equipment (including audio visual) or software compatibility requirements shall be identified in the offeror's quote. Additionally, the Contractor shall provide any special room arrangement (i.e., seating, tables, etc.) to the COR not less than 5 workdays prior to the class start date. The Contractor is placed on notice that they shall have available at the training site backup overhead slides in the event of compatibility problems or the PowerPoint Presentation capability is unavailable. PAYMENT: The Contractor shall accept the Government purchase card or be capable of receiving payment by electronic funds transfer (EFT). No contract payments will be made by check. Payment at the offeror's quoted price will be made at the conclusion of each successfully conducted training class using the Government purchase card. If the Contractor does not accept the Government purchase card payment, the Contractor must submit an invoice for payment. The invoice will be paid by electronic funds transfer (EFT). In accordance with the FAR this requirement is a SMALL BUSINESS SET-ASIDE. NO ORAL QUOTES will be honored. The Government reserves the following rights: (i) To change scheduled date(s) of class(es) at no change in price per class; (ii) to use another source for any classes that have to be rescheduled if the Contractor and the Government cannot mutually agree on a new class date; (iii) to make multiple awards (award orders to more than one contractor); and (iv) to purchase training services for less than 40 training classes. Offerors shall include in its quotation, at a minimum, the following: 1) Course syllabus, teaching methodology to be used and list of class handout material to be provided to each participant; 2) Proposed course schedule for 40 separate one day classes between January 04, 1999 and June 30, 1999 with Instructor identified; 3) List of any Government equipment, equipment compatibility requirements, and/or any special room arrangement (i.e. seating, tables, etc.) required to support the training classes; 4) Resumes of identified Instructors to include at least their experience, expertise, education, background and any unique skills or qualifications; 5) List of at least three past instructional efforts conducted within the last year that are technically similar to include at least the following: (a) Project or Contract Name; (b) Name and address of contracting activity; (c) Procuring Contracting Officer's Name and telephone number; (d) Contract Number; (e) Type of Contract; (f) Period of performance and; (g) Brief description of scope of work under contract; and 6) All exceptions taken to the RFQ requirements and include rationale for each. The contract type will be fixed price and award will be based on price and other factors. Other factors include: 1) Instructor's Qualifications. The Government will assess the proposed instructor qualifications, experience, and suitability. Of utmost importance is the professional qualificaitons of the instructor and recent/relevant experience of the proposed instructor in teaching similar courses; 2) Schedule. The Government will assess the offeror's ability to meet the Government's SOW schedule requirement; 3) Course Syllabus. The Government will assess the course content and methodology as it relates to meeting the SOW requirement; and 4) Past Performance. The Government will assess the offeror's demonstrated recent/relevant experience and their quality of performance on similar work.
