Contracting Officer, 301-435-0350 The National Heart, Lung, and Blood
Institute is soliciting proposals for a Coordinating Center to
participate in a multi-center clinical trial to study the prevention of
cardiovascular disease in diabetes mellitus. The period of performance
is for nine-years beginning on or about September 30, 1999 through
September 30, 2008. The study will consist of a Coordinating Center,
approximately 8 Clinical Network Centers, a Pharmacy Distribution
Center, and the following subcontracted laboratories under the
Coordinating Center: a Core ECG Laboratory, a Core Chemistry
Laboratory, and a Core Retinal Photography Laboratory. A planned total
of 10,000 patients will be randomized into six intervention or control
groups in a 3-by-2 factorial design. The Coordinating Center will have
the responsibility for the overall coordination, monitoring, and
central management of all activities of the study, including
communications, study protocol, manual of operations, data collection
and quality control, and data analysis and reporting. This is an
unrestricted competition and this announcement invites all responsible
sources interested in performing as the Coordinating Center for this
study (RFP No. NHLBI-HC-99-17) to submit a proposal which shall be
considered by the agency. This is not a Request For Proposal (RFP); the
RFP will be available on or about December 28, 1998, and must be
downloaded from the NIH Web Site at the following Internet address:
