task-order contract for the performance of engineering, design,
construction support, and operations/maintenance support for TVA's
fossil and hydro power generating plants, dams, and navigation
facilities to supplement in-house engineering resources. Duration of
the base contract will be three years, and the contract may provide for
options beyond the base period. No minimum work is guaranteed. TVA
desires to select a firm that has a history of successful, diversified
experience in both fossil and hydro plant engineering work. The
primary emphasis of the work will be fossil. TVA has certain minimum
mandatory qualification requirements that Offerors must meet before
being considered: (A) Must have current in-house staff that has
experience in and is capable of taking on a wide variety of new and
rehabilitation work for fossil and hydro facilities. The current
in-house staff must be sufficient for the equivalent of 60 engineering
and technical individuals to be assigned to TVA work at any one time.
(B) Must have a verifiable track record of successful completion of
several substantial rehabilitation or modification jobs for fossil and
hydro facilities. As a minimum, must have successfully completed in
the last 3 years at least 5 engineering/design projects totaling at
least 150,000 work hours for the A/E's technical/engineering staff. (C)
Must now have or have had within the last 5 years, a task-order type
contract to perform engineering for fossil facilities for a major
utility. (D) Must have a total quality management program. (E) Must
have experience in the use of a computer-based project control systems
and have the ability to utilize the TVA project control system for TVA
work (Primavera). (F) Must have experience in the use of computer-aided
design/engineering (CAD/CAE) systems and have the ability to provide
drawings and diskettes in current TVA CAD/CAE format (AutoCad). (G)
Must have or be willing to open an office in Chattanooga, Tennessee.
The majority of services provided under the proposed contract must be
performed in the Chattanooga office. Interested firms which meet the
