changed as follows: Solicitation Number is DAKF10-98-R-0005. This
Sources Sought Synopsis is being issued to assist the contracting
officer in determining the feasibility of conducting this commercial
activity cost comparison study under small business set-aside
procedures. The Government is seeking out those small business firms
who have the experience and the financial resources to successfully
operate and manage the Directorate of Public Works at Fort Stewart and
Hunter Army Airfield, Georgia. To be qualified as a small business
concern, you must meet the small business standard of $20.0 million for
Standard Industrial Classification Code 8744. The magnitude of this
requirement ranges between $10.0 and $20.0 million annually. Interested
small business concerns should access the Fort Stewart Homepage at

market survey. A more comprehensive description of the requirement is
provided with the market survey. Due date for responses is 18 December
1998. The intent of this study is to determine the most efficient and
cost effective method of providing Public Works Services included in
the Management and Operations of the Directorate of Public Works, Fort
Stewart and Hunter Army Airfield, Georgia. This notice does not
constitute a commitment by the Government. The study will determine
whether these services should be performed under a contract with
commercial sources or through the federal workforce. A Government
proposal to provide these services is being developed, and a contract
may or may not result. Requirements include the following range of
functions that are subject to change based upon mission requirements:
Work Reception and Management, Self Help and Supply Support Programs,
Maintenance and Repair of Facilities and Equipment, Management and
Maintenance of GSA and Maintenance and Service (M&S) Equipment, Pest
Control Service,Grounds Maintenance, Surface Area Maintenance, Refuse
Collection and Disposal, Holiday and Seasonal Decorations, Water
Treatment and Distribution Systems, Wastewater Collection and Treatment
Systems, Central Energy Plants, High Temperature Hot and Chilled Water
Distribution Systems, Natural Gas (Gas) Distribution Systems,
Electrical Distribution Sys-tems, Alarm Systems, and Project Work. Any
resulting contract will have a performance period consisting of a base
year with four option years and the contract type is anticipated to be
a Cost Plus Award Fee. All responses to any subsequent Request for
Proposal will require a complete technical, management and cost
proposal with associated documentation. This is not a request for
proposals, and no solicitation is available at this time. The
Government will not pay for information requested, nor will it
compensate any respondent for any cost incurred in developing
