for commercial items prepared in accordance with the format in FAR
Subpart 12.6 and 13.5, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; a written solicitation will not be issued. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-03. This
solicitation is set aside 100% for small business; Standard Industrial
Classification Code is 8721; Size Standard is $6.0M. ***The Government
intends to issue a Not-To-Exceed Purchase Order to provide the
following service: Furnish all labor, materials, personnel,
administrative support and coordination to facilitate payment of
electric utility and telephone service invoices. Contractor will be
required to perform this duty for 51 utility companies and 51 telephone
companies in various areas of the United States. The sites supported by
these companies are being taken out of service and are scheduled to be
disposed of not later than 30 Sep 99. Contract term will be from 1 Feb
99 through 30 Sep 99. There is a possibility that an extension past 30
Sep 99 may be necessary. Contractor will be required to coordinate
shut-off/termination of service with utility companies. Contractor will
be responsible for payment of utilities until final disposition of the
site. Sites will be randomly taken out of service during the contract
period. The contractor will be responsible for the transfer/shut down
of the subject utilities at each site. Payment to the contractor shall
be made on a monthly basis and shall be the sum of all
utility/telephone invoices paid for the month plus a negotiated fee.
For proposal evaluation purposes, contractors are required to submit 2
verifiable previous projects of managing bill payments, performed
within the last three years. This past performance information shall be
used to evaluate proposals received. Past performance information
should provide point(s) of contact, number of bills paid/managed. For
the purpose of award, the offers will be evaluated based upon the
following factors: (1) Past performance and (2) Fee. Fee will be
evaluated for realism and reasonableness. Past performance and fee will
be evaluated equally. Offerors are cautioned that award may not be made
to the contractor offering the lowest fee. Offerors are also advised
that award may be made without discussions or any contact concerning
the proposal received. Therefore, proposals should be submitted in the
most favorable terms. Proposals are requested to be received in this
office not later than close of business 09 Jan 99.*** The provision at
FAR 52.212-1, Instructions to Offerors (Apr 1998), applies to this
acquisition. Offerors shall include a completed copy of the provision
at FAR 52.212-3, Offeror Representations and certifications --
Commercial Items (Jan 1997), with its proposal (This can be found on
