Supply Services in accordance with the following information: On
December 1, 1998 it was announced, under the direction of HQ/AFMC that
the 66th Air Base Wing, Base Supply was to be the subject of an A-76
Cost Comparison Study. The Federal policy for the performance of
recurring commercial activities was established in the 1983 Office of
Management and Budget (OMB) Circular No. A-76, "Performance of
Commercial Activities". The intent of the program is to determine the
most efficient and effective method of providing service. The study
will determine whether commercial activities should be performed under
contract with commercial sources, or in-house, using Government
facilities and personnel. Based on this program, sources are sought for
Hanscom's Base Supply Services for the Electronic Systems Center, 66th
Air Base Wing, tenant units assigned to Hanscom, and organizations
being provided regional support. Any resultant solicitation may include
the following, subject to change depending on varying mission
requirements. Performance must be interface compatible with the AF
Standard Base Supply System (SBSS). Functions performed include: 1)
microcomputer support, Web site maintenance; and computer operations
support for Hanscom AFB, tenant units and geographically separated
units; 2) document control and inventory management; 3) stock control;
4) MICAP(high priority shipments or issues)/repair cycle; 5) munitions
management; 6) customer service (records maintenance and research); 7)
mobility and equipment management; 8) base fuels management;
9)warehouse operations, which includes inspection, receiving and pickup
and delivery of assets;10) individual equipment management (military
clothing sales); and 11)base supply procedures/analysis. A Secret
clearance is required to handle Communication Security (COMSEC)
equipment and other classified items. The duration of this contract,
with all options, is anticipated to be five years. The government does
not intend to award a contract on the basis of this notification or
otherwise pay for any information or inquiry. This synopsis does not
constitute a request for proposal, and is not considered to be a
commitment by the government. Respondents capable of satisfying the
requirements stated herein should reply in writing within 30 days of
this publication to Marla Levenson, ESC/PKOB, 104 Barksdale St.,
Hanscom AFB, MA 01731-1806, with a narrative identifying the scope of
past and current services that they have contracted for within the past
three (3) years and describe their capability to perform the services
described in this synopsis. Firms should ensure their responses are
complete and sufficiently detailed to allow the Government to determine
the firm's qualifications to perform the defined work and business size
eligibility. Respondents should address government and non-government
past performance. Contractors must identify their business type (i.e.
large business, small business, small and disadvantaged business, 8(a)
certified business, woman-owned small business). Submit TWO copies of
the requested information. SIC Code 8744, Facilities Support
Management Services, $20.0M, will be used for this acquisition. Hanscom
