Sources are being sought and information requested to assist with an ongoing business case analysis. Naval Surface Warfare Center, Crane is looking for businesses to share cost/rate information. The area being studied is Bachelor Housing Quarters (BQ). The contractor shall provide and supervisory/management and other personnel necessary to accomplish the BQ function of NAVSURFWARCENDIV Crane. Services to be provided are (1) Assist the Government in the long-range development planning for the Navy family and BQ. (2) Assist in the preparation of the housing budget. (3) Participate in the yearly conduct of requirement surveys (manning a base loading) and recommend programming housing acquisitions/disposals. (4) Perform on-site management of the family and bachelor housing programs, maintaining the Navy's "Neighborhoods of Excellence" standards and using the assets in compliance with current policies and instructions. (5) Perform assigning and berthing services for permanent party and transient personnel and accompanied families. (6) Manage cash collection services and front desk customer services. (7) Perform customer services and public relations activities, maintaining a close working relationship with other hotels/motels. (8) Maintain the bachelor housing facilities and equipment. (9) Coordination/issuance of Certification of Non-Availability (CAN) and (10) Assist in processing the approval of all authorizations for payment of basic Allowance for Housing (BAH). The number of rooms and spaces available for bachelor housing and their assignment as permanent or transient quarters may constantly change. These changes will be created by such things as, renovation of existing rooms, changes in designation and assignment policy(may be done without prior notice). The Government will furnish or make available to the Contractor certain Government-owned equipment, facilities, materials, and utilities for use in connection with these services. Personnel requirements are (1) BQ Manager Coordinates planning, funding, staffing, maintenance and management of the BQ operation. Ensures that all residents are informed of BQ regulations and that the regulations are uniformly enforced. Develop short and long range financial strategy to include replacement of furnishings, maintenance of facilities, and total budgetary expenses. Supervise the BQ staff, ensuring their proper training and their adherence to this instruction and other pertinent regulations for effective control of BQ operations. Ensure optimum standard of appearance, maintenance, cleanliness and good order is observed in the BQ. Maintain fiduciary responsibility to include NAF and APR funds, petty cash, and change funds. Must serve as liaison with Public Works Office (PW) to insure programming maintenance and improvement of the BQ and its grounds. Ensure that PW is provided with complete and timely information on BQ requirements relating to facilities maintenance. Is responsible for accompanying PW personnel when they conduct the annual inspection survey of the BQ and accompany the Commanding Officer during monthly inspection of the facilities. Must review and ensure accuracy of all data required to update the Determination of Bachelor Housing Requirements and Bachelor Housing Assets Report. Must update and evaluate Performance Based Management Support System. Must have al least 2 years experience in military bachelor housing management or equivalent civilian environment. (2) Maintenance Worker Maintain buildings and furnishings. Inspect common use areas. Initiate trouble calls to PW. Participate in inspections, ensuring cleanliness and items of maintenance are corrected. Maintain control of furnishing, consumable supplies and equipment. Act as receiving agent for appropriated and non-appropriated fund supplies and equipment. Maintain currency in security procedures especially search and seizure of resident's personal belongings. Serves a baggage storeroom custodian. Must have (1) year experience preferred in stock/inventory control and building maintenance. (3) Front DeskSupervisor Supervises the front desk clerks. Maintains currency in front desk operations. Must be qualified typist. Have knowledge and training required for the proper operation of the Billet Computer System (BAMS). Knowledge in report format and common office terminology. Ability to be personable with guests and prospective guests. (4) Desk Clerk Act on behalf of the Commanding Officer when issuing Certificates of Nonavailability (CNAs). Maintain records of residents' status, room and berthing status. Maintain key control and related records. (5) Custodial Worker Does a full range of cleaning duties as relates to housekeeping/maid services. Scrubs, strips, and waxes floors, removes stains, washes venetian blinds, cleans bathrooms, makes beds and strips linen and replaces accordingly, keeps stock of cleaning materials, moves furniture, supplies and equipment, dust furniture and vacuums and cleans rugs. All information gathered will be used in a comparison to determine the most efficient method of doing business. All information shared will be kept confidential. Information will be compared with current Government rates, other private industries, and rates mandated by the Department of Labor. Site visits are not being scheduled at this time.
