requested to assist with an ongoing business case analysis. Naval
Surface Warfare Center, Crane is looking for businesses to share
cost/rate information. The area being studied is Personal Property
Management. The contractor shall provide and manage all personnel,
material and travel to perform the tasks associated with the management
of Personal Property. The positions being studies are: Transportation
Assistant, Supervisory Traffic Management Specialist and Transportation
Claims Examiner. The place of performance will be Crane Division, Naval
Surface Warfare Center, Crane, Indiana. Performance requirements are:
Inspecting carrier's facilities once every six months, this is done by
the Installation transportation Officer (ITO). Processing applications
for shipment and/or storage of personal property. Advising member of
his entitlements and responsibilities. Preparation of Government bills
of lading, transportation control and movement documents. Maintain
outgoing/incoming shipment files/records. The contractor shall maintain
files on quality control and loss and damage claim files. The
contractor shall inspect, on a quarterly basis, not less than 50% of
inbound and not less than 50% of outbound personal property shipments
and claims, to assure that all carriers provide service applicable with
the terms and conditions of the Tender of Service and applicable
tariffs, rate tenders and non-temporary storage contracts. The
contractor shall inspect not less than 100% of all mobile homes when
the mobile home to be inspected is within a reasonable commuting
distance. When requested by the ITO or the member, the Contractor shall
make a maximum effort to provide inspection service upon delivery of a
specific shipment at destination. The Contractor shall inspect Direct
Procurement Method (DPM) shipments inbound, outbound, intra-city and
intra-area moves of personal property per DOD 4500.34, Chapter 4. The
Contractor shall maintain a log of outbound and local DPM moves. The
Contractor will be responsible for maintaining a current inventory of
all Government owned containers (GOC). The contractor must assist
owners in submission of loss or damage claims and monitor progress of
said claims. This includes correspondence with the carrier and/or
claimant and notification of the adjudicating authority of paying
agency that payment has been made or denied by the carrier. The
Contractor shall closely monitor carriers for violations of provisions
of the Tender of Service, rules and regulations of rate tariffs, legal
requirements or unethical acts. The contractor shall take action by
warning the carrier of suspending. All letters of warning, suspension,
and/or recommendations for disqualification shall be prepared and
submitted by the Contractor via the Supply Officer. The Contractor
shall provide a cost comparison of packing, line haul rates, storage
and appropriate accessorial services for civilian when requested by
Human Resources. Also costing information must be provided to the
public works department when military members are moved from the local
economy to government quarters. Key Personnel requirements: Property
Supervisor Exercises transportation management functions for the
movement of household goods and personal property (both incoming and
outbound) for all branches of the military service and civilian
agencies of the government, moving in and out of 32 counties of Indiana
and 6 counties in Illinois. Provides quality control, assists in
processing claims by members and provides storage of these personal
property shipments until such time as delivery is desired. Must have a
thorough and comprehensive knowledge of all phases of the Personal
Property operations, including the principles of overall traffic
management, purchase procedures, contract administration in relation to
procurement of services relative to preparation and movement and
storage of Household Goods. Must have ability to exercise diplomacy in
dealing with all types of personalities in helping solve individual
problems.Must be familiar with the rules and regulations of carrier
tariffs and operating specifications, contracts, tenders of service,
and basic agreement requirements. Must have (1) year experience on TOPS
and counseling of military entitlements. Transportation Assistant
Serves as system administrator for the Transportation Operational
Personal Property standards System (TOPS). Processes outbound shipment
applications, determines shipment entitlements from permanent changes
of station (PCS) orders. Must have knowledge of Sun Sparc 20 System,
UNIX Operating System V, Oracle data base management system software,
Personal office Services(PSO) software, and International Traffic
Distribution and Evaluation system programs and software. Requires
knowledge of Domestic and International Personal Property Rate
Solicitation and Joint Travel Regulations. Must have (1) year
experience on TOPS and counseling of military entitlements.
Transportation Assistant Manages the Total Quality Assurance Program
(TQAP) over all Department of Defense shipments of personal property
which originate or terminate within NAVSURFWARCENDIV, Crane's area of
responsibility. Requires knowledge of the principles of traffic
management as it applies to the shipment of personal property. This
includes tariffs, laws, rates and practices of freight and household
goods carriers. Must be knowledgeable of personal property traffic
management regulations. DITY Move Program procedures regarding
entitlement and authorization of advanced funds. Must have a practical
knowledge of technical shipment operations outlined in various manuals
and instructions used in worldwide movement of personal property.
Transportation Loss/Damage Claims Examiner Inspects personal property
shipments to ensure the contractor has the proper packing material,
personal are qualified, van is clean, and proper containers are used
for household items. Inspects overseas containers for caulking,
serviceability and Department of Defense approval. Accompanies Military
Management Command (MTMC) personnel on per-award surveys to evaluate
commercial facilities for entry into and continuation into the Regional
Storage Management Program. Based on applied technical knowledge of the
industry, its practices, overall suitability, capability, manpower
capability, financial and other resources essential to comply with
requirements of contractual agreements and afford proper protection to
personal property of DOD personnel. Must have knowledge of commercial
and government transportation methods and related services governing
the movement of household goods, mobile homes, privately owned
vehicles, and firearms. All information gathered will be used in a
comparison to determine the most efficient method of doing business.
All information shared will be kept confidential. Information will be
compared with current Government rates, other private industries, and
rates mandated by the Department of Labor. Site visits are not being
scheduled at this time. The necessity of a site visit will be
determined after the information gathering process is complete.
