requested to assist with an ongoing business case analysis. Naval
Surface Warfare Center, Crane is looking for businesses to share
cost/rate information. The function being studied is Family Housing.
The contractor shall provide and supervisory/management and other
personnel necessary to accomplish the BQ function of NAVSURFWARCENDIV
Crane. Services to be provided are (1) Assist the Government in the
long-range development planning for the Navy family Housing. (2) Assist
in the preparation of the housing budget. (3) Participate in the yearly
conduct of requirement surveys (manning a base loading) and recommend
programming housing acquisitions/disposals. (4) Perform on-site
management of the family housing programs, maintaining the Navy's
"Neighborhoods of Excellence" standards and using the assets in
compliance with current policies and instructions. (5) Manage community
housing referral services. (6) Control, issue and repair furnishings,
equipment and household appliances, including stoves, refrigerators,
dishwashers, garbage disposals, water heaters, dehumidifiers, etc. (7)
Perform customer services and public relations activities, administer
resident self-help programs, maintain the family housing facilities
and equipment. (8) Assist in processing the approval of all
authorizations for payment of basic Allowance for Housing (BAH). (9)
Utilize the automated transportation Operational Personal Property
Standard System (TOPS) and Do-it-Yourself ADI. Personnel requirements
are (1) Housing Manager Must have knowledge of and skills in directing
the application of a wide range of housing management principles,
concepts and methodology to a variety of complex functions including
planning and scheduling, operations and maintenance, utilization,
community services, long-range requirement projections, repairs and
improvements, furnishing management, self-help programs, occupancy
inspections, occupant relations, assignments and energy conservation.
Knowledge of local and federal regulations governing the construction,
occupancy, use and operation of government-owned family housing
facilities and skills in developing plans and directives for housing
administration. Must administer office procedures such as preparation
of instructions, reports and records, as well as, establish and
maintain record keeping procedures. (2) Housing Manager Assistant
Provide back up support to the Family Housing Program. Is responsible
for conducting day to day family housing business when the manager is
unavailable. Assist military and civilian personnel in the Housing
Referral Program. This includes assisting military and civilian
personnel by maintaining a listing of real estate agencies and rental
agencies and a listing of houses available in the local communities.
Performs incoming and outgoing inspections for military personnel
assigned to the base housing in accordance with Dwelling Unit Condition
Inspection Record. (3) Budget Analyst Responsible for the financial
management of the housing program. Evaluates management, maintenance
and operating cost; prepares statistical data; develops information
that includes current and past expenditures and estimates of future
costs by type of housing functional budget codes, monitors and controls
all expenditures of housing funds, and coordinates with the comptroller
to ensure that charges maintain the integrity of Family Housing
accounts and provide appropriate audit trail. All information shared
will be kept confidential. Information will be compared with current
Government rates, other private industries, and rates mandated by the
Department of Labor. Site visits are not being scheduled at this time.
