Proposal (RFP), but a request for submission of Standard Forms 254 and
255. The National Cemetery Administration has a requirement for an
Architect-Engineer Firm to design the replacement of roads and storm
drainage improvements, at the Los Angeles National Cemetery, 900 South
Sepulveda Blvd., Los Angeles, CA 90049-3456, Project No. 898CM3021.
The project includes the design and all related professional services
for typical road development. Services consist of topographic survey of
approximately one hundred acres, the development of schematics and
design development drawings, with a Government option to enter into
construction documents, specifications, construction period services
and inspection. The estimated cost of construction is between $1
million and $5 million. Consideration will be limited to firms licensed
to practice in the State of California and located within 20 miles of
Los Angeles National Cemetery. Emphasis will be placed on Civil
Engineering capabilities of the firm and not on previous cemetery
design experience. Selection of firms to be interviewed will be based
on the following evaluation factors: Firm's Capacity and Capability
(30%); Proposed Project Team and Organization (40%); and Experience and
Past Performance on similar site development work (30%). Firms may be
interviewed using video teleconferencing procedures, at the option of
the Government. K A firms responding to this notice within thirty
calendar days from date the notice is published, or January 11, 1999,
whichever is later, will be considered. Firms desiring consideration
shall submit appropriate Standard Forms 254 and 255 to the issuing
office. The selected firm shall have electronic mail capability and
internet access in order to submit required fee proposal documents.
This is a modification of a previous announcement published on October
29, 1998. This requirement is modified from a 100% small business
