This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in the Federal Acquisition Regulation
(FAR) Subpart 12.6, as supplemented with additional information
included in this notice. Headquarters, US Army Intelligence and
Security Command, Fort Belvoir, VA is soliciting a sole source
commercial-item purchase order (under FAR Parts 12 and 13) with
Hyperwave Information Management, Inc., Santa Clara, California. The
RFQ is for services for which the Government intends to solicit and
negotiate with only one source. This announcement constitutes the only
solicitation-a written solicitation will not be issued. A sole source
justification has been provided. The solicitation document
incorporates provisions and clauses that are those in effect through
Federal Acquisition Circular 97-09. Request pricing on the following
line items: 0001, Hyperwave Server plus two days customization; 0002,
15 Concurrent User packs plus two days customization; 0003, One year of
software support to include updates; 0004, Installation and training on
site for a five day period; 0005, Software Enhancements, Senior
Engineer per day fee, 0006, 15 Concurrent User packs plus two days
customization. Offeror's are to submit the following information: (1)
Firm fixed pricing for each line item listed in this announcement; (2)
payment terms; (3) CAGE code, DUNS/Bradstreet number, and taxpayer's
ID number; (4) executed FAR clause 52.212-3; and (5) Offeror must be
registered in the Central Contractor Registration. Period of
performance is January 4, 1999 through September 30, 2000. The

publication of this synopsis will be considered by the Government;
however, a determination by the Government not to compete this proposed
purchase order based on responses to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
