The scope of the services include but is not limited to the following: The operation, maintenance and monitoring of the groundwater treatment plant (GWTP), including the on-site laboratory, four infiltration basins, 91 monitoring wells, and six extraction wells; the importance of the laboratory analytical work and the O&M services work within the laboratory sampling and testing requirement is stressed for the proposal preparation; the conveyance of the collected contaminated groundwater to the GWTP; the handling and disposal of waste oils separated from the groundwater and the disposal of all sludge generated by the GWTP; conveyance of the treated groundwater to the infiltration basins, management of the site, equipment, materials and supplies of the chemicals used in the plant; general responsibilities related to plant operations, such as housekeeping, grounds maintenance and security. The resultant contract will be for a base year plus four one-year option periods to be exercised at the option ofthe Government.
