(916)643-0283 The Armed Forces Radio and Television Service (AFRTS)
NewsCenter intends to acquire five years (base year and four one year
options) of broadcast radio and television news production support for
its Government-owned facility located in Alexandria, Virginia. The
AFRTS NewsCenter produces and provides radio and television news and
internal information programming for broadcast to U.S. military members
and their families serving overseas. This facility produces daily news
and information products in short format (one and two-minutes);
occasional longer format programming (five to 30-minutes); and extended
live coverage of Pentagon news conferences and other events for AFRTS
broadcast. All products are placed within the daily programming of
AFRTS outlets in much the same manner as the range of material produced
by the news department of a typical U.S. radio or television station.
The facility also produces the television videotape-of-record of all
Department of Defense news briefings in the Pentagon PublicAffairs
Briefing Studio, makes video and audio tape dubs of selected NewsCenter
products for review by Government officials, maintains an indexed
archive of stock videotape footage and completed radio and television
products. The successful offeror is required to place five staff
members; two (2) broadcast news writers, two (2) television editors,
and one (1) graphics artist/designer/operator on site at the AFRTS
NewsCenter which will provide these employees with adequate equipment
and space to perform these duties. Facilities include a two-camera
newsroom/studio, Associated Press NewsCenter newsroom computer system;
AP/UPI wire services; Avid Media Composer non-linear edit systems,
Grass Valley Group VPE-series linear edit systems using Betacam-SP
videotape equipment; Macintosh-based graphics system including Adobe
Illustrator, PhotoShop and After Effects; Pinnacle Flash Graphix
composer paint box/still store; Abekas A-72 character generators; and
a radio news studio including reel-to-reel and DAT audio
recorder/reproducers, cartridge tape and DigiCart machines and a Sound
Forge digital audio workstation. The successful offeror will use the
AFRTS NewsCenter facilities and equipment in conjunction with existing
military and civilian government staff to produce the program material
stated above and similar other products as may be required. Most
writing and production occurs in the NewsCenter's Alexandria facility
but could also take place at the Pentagon or other locations in the
National Capital Region. Travel by on-site personnel is unlikely. The
company selected must maintain operational activities within 50-miles
of Washington, D.C. The Television-Audio Support Activity is tasked to

Estimated solicitation issue date is Feb 99. A pre-proposal conference
will be scheduled on/about Feb 99 at the AFRTS Newscenter, Fairfax,
Virginia. To be eligible to receive an award resulting from this
solicitation, contractor must be registered with the Central Contractor
Registration (CCR) database, NO EXCEPTIONS. In order to register, you
