of Environmental Quality Invitation for Bid Sealed bids, entitled Bid
for Montana Pole and Treating Plant Site Debris Removal, addressed to
Neil Marsh, Montana Department of Environmental Quality, P.O. Box
200901, 2209 Phoenix Avenue, Helena, MT 59620-0901 will be received at
the office of the Montana Department of Environmental Quality (DEQ)
until 2:00 P.M., local time Friday, January 29, 1999 and then publicly
opened and read thereafter. The work to be completed under this
contract consists primarily of: 1. Removal of friable asbestos from two
buildings, two debris piles and one boiler (approximately 800 square
feet total plus approximately 20 cubic yards of burned building debris
requiring double bag containment). The asbestos abatement portion of
this contract shall be performed by a Montana licensed asbestos
abatement contractor. 2. Excavation and segregation of site debris --
There are eleven (11) debris piles, as well as a large building
containing debris, on the site to be addressed in this contract. The
debris piles and building contents consist of wood waste, reinforced
concrete footings and foundations, scrap metal, rubber and plastic,
concrete masonry units (CMU), pipe, casing, rocks, soil, slag and
numerous other types of solid debris including some materials
containing non-friable asbestos materials. Site debris will be handled
in a varying manner depending upon whether or not it is contaminated
with pentachlorophenol (PCP), and based on its material
characteristics. Debris piles will be excavated, and in some piles
metals will be segregated and stockpiled for pressure washing on site,
prior to recycling. Unstained concrete will be segregated in some
piles and stockpiled for shipment to a non-hazardous waste landfill. 3.
Pressure washing of recyclable metal -- Most of the metal debris
on-site will require pressure washing prior to recycling (approximately
1,500 tons). The Contractor shall construct a concrete pressure washing
pad and shall install a new fire hydrant on site that will serve as the
water source for pressure washing and for dust control. 4. Loading,
hauling, and debris disposal -- Contaminated debris (approximately
2,900 cubic yards) will be loaded into lined trucks or lined railcars,
the loads will be covered, and the debris will be hauled to the Grassy
Mountain RCRA Subtitle C landfill (Grassy Mountain), near Salt Lake
City, Utah or a DEQ approved equal. Unstained concrete (approximately
900 cubic yards) will be loaded into trucks or railcars and hauled to
the BFI RCRA Subtitle D landfill, (BFI) in Missoula, Montana, or a DEQ
approved equal. Debris must be received and disposed at the receiving
landfills by April 30, 1999. The Contractor will be responsible for
payment to the landfills. Trucks or railcars will be weighed at the
landfill and the Contractor will be required to weigh all trucks and
railcars at a certified facility prior to shipment as described in the
specifications. Pressure washed recyclable scrap metal will be hauled
to a metal recycler to be smelted and may not be reused. 5. Demolition
and/or removal of seven (7) on-site buildings. Four of the seven
buildings will require encapsulation of the asbestos containing paint
on the metal siding, demolition of the building, loading, and
transporting directly to the Grassy Mountain facility or a DEQ approved
equal. The framing wood, trusses, and large unstained concrete from one
large building will be disposed of at the BFI landfill in Missoula or
DEQ approved equal. The metal siding (not containing asbestos) shall be
pressure washed and recycled. One building has been burned and may
contain friable asbestos. The remains of this building shall be double
bagged per the specifications and shall be transported directly to the
Grassy Mountain facility or a DEQ approved equal. Disposal of
demolition debris is as stated in #4 above. 6. Removal of seventeen
(17) above ground steel storage tanks. Tanks 1 and 7 will be used as
oil/water separators and sediment traps at the pressure wash pad for
theduration of this contract prior to disposal. The contractor shall
pump fluids from tanks, remove any sludges from tanks in accordance
with standard practices for underground storage tanks and confined
space entry. Tanks will be cut up, pressure washed and recycled. Oils
and sludges will be disposed of at the Aragonite Hazardous Waste
Incinerator (Aragonite), Aragonite, Utah or DEQ approved equal. 7.
Other required items include segregation, loading, transportation and
disposal or recycling of scattered debris adjacent to the debris piles
and buildings and for the provision of a water truck to minimize dust
emissions as specified. Contract Value is estimated between $500,000
and $2,000,000. Drawings and specifications will be available after
December 14, 1998 for viewing at the Dodge Plan Rooms in Denver, Boise,
Seattle, and Salt Lake City, the Spokane Construction Council, Spokane,
WA, the Montana Contractors' Association, Helena, MT, the Builders'
Exchange in Bozeman, Great Falls, Missoula, Billings, and Butte, MT,
Northwest Montana Plan Exchange, Kalispell, MT, and DEQ, Remediation
Division, Helena, MT. Copies of drawings and specifications may be
obtained after December 14, 1998 from the Helena office of Camp Dresser
& McKee Inc. (CDM) at 34 North Last Chance Gulch, Suite 104, Helena, MT
59601 or by calling CDM at (406) 449-2121 or faxing (406) 449-6768. A
non-refundable deposit of $100.00 must be paid in advance for the plans
and specifications in cash or check payable to CDM. There will be a
pre-bid walk-through at the project site at 220 West Greenwood, Butte,
MT at 10:00 a.m., January 5, 1999 followed by a pre-bid conference at
1:00 p.m. at the War Bonnet Inn, 2100 Cornell, Butte, MT. Interested
contractors are encouraged to attend. Proposals shall be submitted in
accordance with Instructions to Bidders and with the laws of the State
of Montana. All work required for the landfill disposal of site debris
shall be substantially complete, as defined in the General Conditions,
on or before April 30,1999. All work required for the pressure washing
and recycling of scrap metal, incineration of oils and sludges, and
cleaning and disposal of the pressure washing pad shall be
substantially complete by May 31, 1999. See Agreement, Article 7, for
conditions on liquidated damages and Contractor responsibility for
additional costs for delay beyond Completion Date. All workers employed
in performance of the project work shall be paid prevailing wages at
rates required by Federal regulation and the State of Montana. The
contractor must ensure that employees and applicants for employment are
not discriminated against because of their race, color, religion, sex,
or national origin. Contractor shall comply with U.S. Environmental
Protection Agency requirements [40 CFR 31.36(e)(2)] to take affirmative
steps for awarding a fair share of the funds to small business,
minority business, and/or women's business enterprises. Proposals must
be accompanied by Certified Check, Cashier's Check, or Bid Bond
payable to the Montana Department of Environmental Quality in an amount
not less than 10% of the total amount of the bid. The successful bidder
shall furnish a Performance Bond and a Labor and Materials Payment
Bond, each in the amount of 100% of the contract amount. Insurance as
specified, and demonstrated by original certificate, shall be provided.
No bid may be withdrawn after the scheduled time for public opening of
bids. The Montana Department of Environmental Quality reserves the
right to reject any or all proposals received, to waive informalities,
to postpone or cancel the award of the contract, and to accept the bid
