STATES OF VIRGINIA AND WEST VIRGINIA DUE 011599 POC Gardner Jones,

sweber1@email.usps.gov. One or more Indefinite Quantity Contracts for
Environmental Engineering services including, but not limited to,
underground storage tank assessments and evaluations, soil and
groundwater assessments and remediations, design and implementation of
soil and groundwater treatment systems, asbestos and lead paint
assessments and abatement monitoring, wetland and floodplain evaluation
and permitting, indoor and outdoor air quality assessment and
permitting, design and evaluation of various environmental engineering
systems at U.S. Postal Service facilities, along with environmental
due diligence site evaluations. Firms may also be requested to assist
the Postal Service in obtaining County, State and Federal permits
associated with environmental site evaluation and development.
Qualified firms shall also have the capability and personnel required
to perform Construction Administration services of Postal Service
environmental construction contractors. The base term of the contract
will be for one year with four one-year renewal options for a total of
five years. Individual work orders will be negotiated for each
project. Generally work orders will not exceed $25,000 each. The
contract maximum for individual work orders is $100,000. The total
amount of work that may be issued per 12-month period for A/E
environmental services is $500,000. The total amount of work ordered
over the five (5) year period cannot exceed $2,500,000. Firms that have
the qualifications to perform the services described are invited to
submit completed SF 255 "Architect-Engineer and Related Services
Questionnaire for Specific Project," and a completed SF 254
"Architect-Engineer and Related Services Questionnaire." Also submit a
completed SF 254 for each proposed consultant. All Submittals are to
be postmarked no later than January 15, 1999. Interested firms with
more than one office must indicate on their SF 255 the staffing
composition of the office in which the work will be performed.
Consideration will only be given to firms responding to this
advertisement that have main or branch offices located in the states of
Virginia and West Virginia. Engineering firms will be considered as
local only if their sole office is in the state of Virginia or West
Virginia or they have a local branch office in the state of Virginia or
West Virginia and all of the civil engineering, coordination, and
management of the project will be performed in that office. The
geographic location of the consultants is restricted to the states of
Virginia and West Virginia. The minimum acceptable registered
engineering complement of the prime firm is 2 civil/environmental
engineers, along with 3 registered professional geologists. The
contract contains a requirement for firms to provide evidence of
current insurance in the amount of not less than $200,000 of errors and
omissions per claim. At the discretion of the contracting Officer,
multiple awards may be awarded. It is prohibited to pay any fee,
commission, percentage, or brokerage fee to any person or firm
contingent uponor resulting from award of a contract for the project.
No other notification for this project will be made. Submissions will
not be retained or returned. This is not a request for proposals.
