private industry interest and capability in participating in a
"Design-Build" project. The project would be for a new two-lane bridge
over the Nigua River on Highway 154 near Salinas, Puerto Rico. The
bridge will provide access to Camp Santiago, a training area for the
Puerto Rico Army National Guard (PRANG). An existing temporary bridge
consisting of four (4) 60 inch concrete pipe culverts covered with
earth material was destroyed by flows caused by Hurricane Georges in
September 1998. The required bridge would be approximately 180 meters
long by 10 meters wide; would be constructed of concrete; and would be
designed consistent with AASHTO and Puerto Rico Highway Authority
policies. The low chord elevation shall be above a 30 year event water
surface elevation and shall be designed to withstand the stream flow
pressure and scour potential of a 100 year storm event. The estimated
construction cost for the bridge is approximately $2.5 million and a
structure of this size and complexity should take less than one year to
build. Firms with "Design- Build" capability and having interest in
receiving more data about the work should send a letter to: US Army
