NASA/JSC plans to issue a Request for Quotation (RFQ) for Four Inlet Gas Check Valve Assemblies, per WJI-LAB-ORCA-0008, NASA PART NUMBER 1003, Four Outlet Gas Check Valve Assemblies, per WJI-LAB-ORDCA-0018, NASA PART NUMBER 1004, And Four Hydraulic Check Valve Assemblies, per WJI-LAB-ORCA-0006, NASA PART NUMBER 1005. These valves will be used on the Oxygen Recharge Compressor Assembly (ORCA) and will be used for Manned Space Fight. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Newport Scientific, Inc. per justification pursuant to FAR 6.303-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Newport Scientific is the original manufacturer of like proprietary parts and is the only known approved supplier. The Oxygen Recharge Compressor Assembly (ORCA) was designed to work with this particular set of check valves and limiters. All development testing of the ORCA was performed with these parts. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
