commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information contained in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This is Request for Quotation (RFQ) F08620-99-Q7003. The RFQ
incorporates provisions and clauses as those in effect through Federal
Acquisition Circular Number 97-08. The following Federal Acquisition
Regulations (FAR) provisions and clauses apply to this solicitation and
are incorporated by reference: FAR 52.211-16 -- Variation in Quantity;
paragraph (b) of this clause is to read: "The permissible variation
shall be limited to : 25 percent increase and 25 percent decrease. This
increase or decrease shall apply to the total quantity under each
individual order."; FAR 52.212-1 -- Instructions to Offerors --
Commercial Items; and FAR 52.212-2 -- Evaluation -- CommercialItems;
FAR 52.212-3, Offeror Representations and Certifications -- Commercial
Items; FAR 52.212-4 -- Contract Terms and Conditions -- Commercial
Items; and FAR 52.212-5 -- Contract Terms and Conditions Required to
Implement Statutes or Executive Orders. FAR 52.212-5 is completed so
that the following clauses under paragraph (b) apply: 6, 7, 8, 9, and
17. The following Defense FAR Supplement (DFARS) provisions and clauses
apply to this solicitation and are incorporated by reference: DFARS
252.212-7000 -- Offeror Representations and Certifications --
Commercial Items; and DFARS 252.212-7001 -- Contract Terms and
Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items. The following
clause under paragraph (b) of 252.212-7001 applies: DFARS 252.225-7001.
FAR 52.212-1 is amended to read: "Submit signed and dated offers in
three copies to 16 CONS/LGCB, P. O. Box 9190, 350 Tully Street (Mail
Stop #39), Hurlburt Field, FL, 32544. Offers may be submitted on
letterhead stationery or an SF1449, and at a minimum must show: (1) The
name, address, and telephone number of the offeror, (2) delivery time;
(3) price and discount terms; (4) Representations and Certifications
at FAR 52.212-3 and DFARS 252.212-7000; and (5) if the offer is not
submitted on SF 1449, include a statement specifying the extent of
agreement with all terms and conditions, and provisions included in the
solicitation. The proposal must be signed by an official representative
authorized to bind your organization. Offers that fail to furnish
required representations and certifications, or reject the terms and
conditions of the solicitation, may be excluded from consideration."
FAR 52.212-2 -- Evaluation -- Commercial Items, is amended to read:
"The Government will award a contract resulting from this solicitation
to the responsible offeror whose offer conforming to the solicitation
will be most advantageous to the Government, price and other factors
considered." FAR 52.216-8 -- Ordering (Oct 95). Blocks in paragraph (a)
are completed as follows: "from Contract Award through 30 Sep 99." FAR
52.216-19 -- Ordering Limitations (Oct 95). The quantities are
inserted as follows to the following paragraphs: (a) 10 tons; (b)(1)
5000 tons; (b)(2) 5000 tons; (b)(3) 7 calendar days; (d) 10 calendar
days. FAR 52.216-22 -- Indefinite Quantity (Oct 95). Paragraph (d) is
completed as follows: "30 Sep 99 or until the expiration of any option
periods." FAR 52.217-8 -- Option to Extend Services (Aug 89). FAR
52-217-9 -- Option to Extend the Term of the Contract (Mar 89). The
Government anticipates award of an Indefinite Delivery Indefinite
Quantity contract with a basic performance period of 1 Feb 99 through
30 Sep 99 and 1 Option period for the period of 1 Oct 99 through 30 Sep
2000. The following factors shall be used to evaluate offers: (1)
Price; (2) delivery time." Questions concerning this RFQ must be
submitted in writing, no telephonic responses will be processed.
Questionsshould be faxed to Jonathan Dittmer and addressed to 16
CONS/LGCB at 850-884-1272 to arrive not later than 3 Nov 98.
Description of Requirement: Item 0001 -- Quantity 10 tons -- 5000 tons
-- Type S1/S3 Asphalt. The Contractor shall furnish all equipment,
materials transportation, labor and supervision necessary for the
delivery of asphalt to Hurlburt Field, FL when requested by the
Contracting Officer or his/her designated representative. The
contractor shall deliver within the timeframe indicated on each
individual order. The contractor shall also allow for a possible delay
upon delivery of not more than 2 hours. Any delay exceeding 2 hours
shall be the responsibility of the Government. The contractor shall
submit a price per hour for any delay above and beyond the 2 hours.
