EPA is seeking sources interested in a requirement for technical
assistance and support services for the Office of Wastewater
Management, Permits Division's responsibilities (base programs) under
the Clean Water Act (CWA) to include the National Pollutant Discharge
Elimination System (NPDES), the National Pretreatment Program, the
National Biosolids Program and Thermal Discharges (CWA 316). These
programs: 1) regulate point source discharges to surface waters of the
United States, 2) regulate indirect discharges into sewerage
collection systems of publicly owned treatment works (POTWs) and 3)
regulate the disposal of residual biosolids or sludge from POTWs. This
support covers a wide array of program activities and requires
analytical and technical disciplines primarily in the fields of science
and engineering. The proposed action will be conducted on a Cost Plus
Fixed Fee, Level of Effort contract and will have a base period and
four (4) twelve month option periods. The base period and each option
period will consist of approximately 15,000 direct labor hours. Each
contract period will have approximately 15,000 additional direct labor
hours of option level of effort. The applicable SIC code is 8742 with
a size standard of $5 million. A solicitation is expected to be
released in February or March 1999. Any interested firm should submit
a capability statement which demonstrates the firm's qualifications and
ability to provide the required services. Firms shall indicate their
size status for the above referenced SIC code. The deadline for
submission of the capability statement is January 15, 1999. The point
