The National Science Foundation (NSF) is planning activities for a broad national celebration of NSF's 50th anniversary (NSF50) that will increase general public awareness of the benefits resulting from science and engineering research and education supported by federal funding over the past 50 years. NSF has collaborated with a number of organizations that share similar interests. One such organization, the Buena Vista Publishing Group, a subsidiary of the Disney Corporation and publisher of Discovery Magazine, has proposed a collaboration that will provide a unique opportunity for NSF to obtain broad based publicity in print and broadcast media. This collaboration will result in (1) the development of 6 special editorial pieces highlighting the results of breakthrough scientific and engineering research that will be published in Discover Magazine; (2) the production and airing for 52 weeks of 12 to 15 original interstitial programs on ABC-TV (a Disney subsidiary) designed to engage children in exploration and discovery processes that characterize science and engineering research; and (3) the development of an enhanced WWW site that will unify all NSF50 program elements. Disney/Buena Vista will contribute services that will surpass by a significant margin NSF's expected contribution of $1.5 million. NSF believes that the Disney/Buena Vista collaboration will provide the greatest opportunity for the widest possible media saturation for NSF50. For this reason, NSF intends to enter into a sole source contract with Disney/Buena Vista to effect the collaboration on the basis of 41 U.S.C. 253(c)(1) "Only one responsible source and no other supplies or services will satisfy agency requirements."
