(619) 532-1261 Sources sought to design, engineer, and construct
repairs and revitalization and improvements of 326 existing family
housing units at Murphy Canyon Heights Housing Area, San Diego,
California. The work includes field investigations of the existing
conditions, design, engineering, and construction of wholehouse repair
and revitalization of 326 housing units including, but not limited to,
reconfiguration of interiors, revitalization of unit exteriors, site
improvements consisting of minor grading and drainage repairs,
replacement of fencing, walkways and patios, installation of
landscaping and irrigation systems; design and engineering the
construction of tot-lots and recreation areas including landscaping and
irrigation; remove trees and design engineer and construct secondary
entry monuments including landscaping and irrigation; design, engineer
and construct walkway lighting; pressure clean 326 sewer laterals; as
well as incidental repairs and repair of any damages to the site
caused by the work of this contract. The Government will award a
contract resulting from this solicitation to the responsible offeror
whose proposal, conforming to the solicitation, will be the BEST VALUE
to the Government, considering past performance, price, and technical
factors, which are weighted approximately equal. In accordance with
FAR 36.3, this project will be procured using the Two-Phase
Design-Build procedure. PHASE I -- Proposals will be evaluated based on
the following factors: FACTOR A -- Past Performance: (1) Contractor
Past Performance, (2) Subcontracting Effort; FACTOR B --
Contractor/A-E/Subcontractor Experience & Technical Qualifications;
FACTOR C -- Technical Approach. The highest rated offerors, not to
exceed five, will advance to Phase II. The Government will then request
Phase II proposals from those highest rated offerors. PHASE II --
Proposals will be evaluated on the following: FACTOR A -- Past
Performance: (1) Contractor Past Performance, (2) Subcontracting
Effort; FACTOR B -- Contractor/A-E/Subcontractor Experience & Technical
Qualifications; FACTOR C -- Technical Approach; FACTOR D -- Design and
Construction, FACTOR E -- Price. The Government reserves the right to
reject any or all proposals at any time prior to award; to negotiate
with any or all proposers; to award the contract to other than the
offeror submitting the lowest total price; to limit the number of
proposals in the competitive range to the greatest number that will
permit an efficient competition among the most highly rated proposals,
and to award to the Offeror submitting the proposal, determined by the
Government, to be the most advantageous to the Government. Offerors are
advised that an award may be made without discussions or any contact
concerning the proposals received. Therefore, proposals should be
submitted initially on the most favorable terms. Proposers should not
assume that they will be contacted or afforded an opportunity to
qualify, discuss, or revise their proposals. The estimated cost
isbetween $10,000,000 and $25,000,000. This is a firm fixed price
contract. The Standard Industrial Code (SIC) is 1521 and the annual
size standard is $17,000,000. It is recommended the subcontracting
goals reflect minimum goals of 15% for Small Disadvantaged Business,
40% for Small Business, and 5% Woman Owned. Contract duration is 755
calendar days. A site visit will be held on 7 January 1999 at 9:00 AM.
A preproposal conference will be held on 7 January 1999 at 1:00 PM,
1220 Pacific Highway, San Diego, California. Participants must reserve
seating a minimum of two (2) days prior to the conference by
contacting Lisa Crawford in writing to fax (619) 532-1096 or e-mail to
lacrawford@efdswest.navfac.navy.mil. In accordance with FAR
5.102(a)(7), availability of the solicitation will be limited to the
electronic medium, however, the Government reserves the right to revert
to paper medium when it is determined to be in the Government's best
interest. The solicitation will be available for download free of
charge via the Internet World Wide Web at
http://efdswest.navfac.navy.mil. There will be no hard copies of this
solicitation issued. All proposals and other normal documents required
for the proposal submittal, including amendments to the proposal
submittal, shall be in paper medium. The official plan holders list
will be maintained on and can be printed from the website. Plan holders
lists will not be faxed. All prospective offerors and plan rooms are
encouraged to register as plan holders on the website. Registering
offerors and plan room must provide a complete name, complete mailing
address, area code and phone number, offeror type (prime, sub,
supplier), e-mail address and size of business. Those contractor's
enrolled will be notified automatically of any changes made to the RFP
through their e-mail address when enrolled on the mailing list, but it
will be the contractor's responsibility to check the website to
download the documents. Plans and specs will be available on or about
31 December 1998. Note: All contractors must be registered in the
Central Contractor Registration (CCR) prior to award of a DoD contract.
