This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; request for quotation being requested and a separate written solicitation will not be issued. Solicitation number M00681-98-Q-0080 applies and is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-8 and DAC 91-13. This is an unrestricted procurement. The Standard Industrial Code is 3537 and the business size is 750 employees. The agency need is for brand name or equal. This requirement is for a fixed-price contract. Item 0001: Quantity of one (1) each. Item Description: Drexel Swing Mast Forklift, Model SLT-30, 3 wheel. For use in narrow aisles. To be used within aisles ranging from 60" to 72" wide. For use in bulk stacking applications, in dock areas and for trailer loading and unloading. Capacity at 24" load center to 144": 3,000 lbs; Capacity at 24" load center to 205": 2,250 lbs; Mast lowered height: 89"; Maximum fork lift height: 205"; Width of truck: 46.5"; Length of Truck to Face of Forks: 88-1/4"; Tilt: 4 degrees backward / 3 degrees forward; Turning Radius: 67"; Fork Length: 40"; Side Shift (Mast Forward): 20"; Mast Traverse (pivoted 90 degrees): 20"; Drive Tires (Rubber): 18" x 7" x 12-1/8"; Load Tires (Poly): 16-1/4" x 7" x 11-1/4"; Controls: Solid State, GE SCR EV100LX; Battery: DEKA Model 18D-100-17, 800 AH; Charger: Hobart Model 750/C3-18/450C, 208/480 volt, 3 phase, with auto start/stop; Amber Strobe Light; 2 (OHG) Headlights; Back-up Alarm and Retractable Seatbelt. Forklift key features to include: Low overall collapsed height: 89"; Narrow overall width: 46.5"; Narrow aisle dimensions: 56" -- 72"; Smaller intersecting aisles: 8' -- 10'; Unobstructed view of product by operator while inserting or retrieving loads; and Mast Tilt. Delivery is required 30 days after award of contract; to be delivered to Base Property Control Division, Bldg 2237, MCB, Camp Pendleton, CA 92055. Acceptance shall be made at destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Apr 1998) applies to this acquisition. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001 Buy American Act and Balance of Payment Program, DFARS 252.225-7036 North American Free Trade Agreement Implementation Act. Any contract awarded, as a result of this solicitation will be an order certified for national defense use under the Defense Priorities and Allocations System. The Government intends to make a single award to the responsible offeror whose offeris the most advantageous to the Government considering price and price-related factors. Provision 52.212-2, Evaluation-Commercial Items, applies with paragraph (a) completed as follows and the following factors shall be used to evaluate offers: (1) Equipment's capability to meet the Government's needs, to include 100% compatibility; and (2) Price. To be determined technically acceptable, the offeror must furnish product literature that demonstrates the product offered meets all requirements stated in the above description of Line Item 0001.
