The Air Force Flight Test Center (AFFTC) requires an Air Traffic Control interface to allow test conductors located at the AFFTC, Edwards AFB, CA, to exchange formatted ATC-like messages with local and en route aircraft. This interface must include a capability to send and receive at least the Automatic Dependent Surveillance (ADS) and Controller-Pilot Data Link Communication (CPDLC) messages as planned in the Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) environment. Additionally, there must be an easy upgrade path to incorporate other aspects of the CNS/ATM environment and other military-specific messages as those requirements become better defined. Responses shall be limited to 15 pages and should include, as a minimum, (1) evidence of past experience, (2) related projects, (3) whether or not they are a large business, small business, small disadvantaged business, or woman owned businesses, (4) rough order of magnitude (ROM) costs, (5) earliest available delivery and installation dates, and (6) evidence of a capability to meet the requirements listed above. Screening criteria for the responses includes, but is not limited to: -- Commercially available hardware and software with minimal developmental effort required to make the system compatible with military air traffic -- Appropriate functionality for Air Traffic Control purposes -- An operator workstation capable of monitoring and communicating with air traffic via SATCOM, HF, and VHF datalink -- User-friendliness of ATC controller interface to generate ATC messages and to operate the workstation situational display -- Ability to transmit and receive VHF datalink messages from military aircraft located on the ground at a military installation or while airborne -- Flexibility of the system architecture to allow expansion to meet future CNS/ATM (GATM) capabilities and to support future military aircraft operational control (AOC) message traffic -- Use of standard infrastructure, such as 120 VAC/60 Hz power and connection to the Aeronautical Telecommunication Network via 4-wire analog telephone lines -- Equipment delivery date by 31 March 1999 -- Installation and training completion by 30 April 1999 This synopsis is the outcome of an Request for Information (RFI) titled Global Air Traffic Management (GATM) Ground Segment Command and Control Facility, published in the Commerce Business Daily on 7 October 1998.
