Guard has a requirement to furnish and deliver groceries (frozen,
perishable, nonperishable, bakery, and dairy), beverages, and special
meals IAW established menus to 70 armories, 20 Organizational
Maintenance Shops, 2 Combined Support Maintenance Shops, 1 Unit
Training Equipment Site, and Camp Atterbury. These facilities are
located throughout the state of Indiana. Deliveries are normally
required at each armory and maintenance shop location once each month
on Thursday or Friday before the weekend drill. Some armories with
multiple units may require deliveries more than once a month.
Deliveries to Camp Atterbury in support of annual training periods may
require 3 to 5 deliveries per week during the heavy training periods
which are normally from May through August. Contingencies such as state
emergencies and mobilization may require additional deliveries during
the week. With the exception of some special meals, all meals will be
prepared by military food service personnel. The troop population is
currently 10,000 soldiers. Each soldier is normally entitled to two
meals per weekend drill, therefore approximately 20,000 meals per month
can be anticipated. In addtion, approximately 300,000 meals are to be
provided to Camp Atterbury to support two week annual training periods.
The government intends to award an indefinite quantity, indefinite
delivery contract. The contract period will be from the first delivery
order up to December 31, 1999. Orders will begin as soon as the
contractor and the government develop ordering procedures. The
provision at FAR 52.212-2 Evaluation -- -Commercial Items, applies to
this acquisition. Award will be based on a "best value" basis of
product suitability price and past performance The contractor must be
capable of providing an on-line ordering system with the contracting
office in Indianapolis and Camp Atterbury (Edinburgh) Indiana.
Contractors will be required to quote unit prices, delivered, for
breakfast, lunch, dinner and special meals based on menus provided in
the solicitation. This requirement is a total small business set-aside
(Note 1). Size standard for SICs 5141, 5142, 5143, 5144, 5145, 5146,
5147, 5148, 5149 is 100 employees. The total cost of the contract shall
not exceed $5,000,000. Interested parties must request in writing, a
