NOTICE!!! -- THIS IS ONLY A NOTICE THAT THE GOVERNMENT WILL BE PROCURING SOFTWARE RENEWAL/NEW SOFTWARE WITH A SOLE SOURCE. THERE WILL NOT BE COPIES OF A SOLICITATION ISSUED. NASA/LeRC plans to issue a Request for Quotation (RFQ) for (1) Renewal of lease for MAFIA Software 4.01X for one year to operate on IBM RISC 6000 Model 595 Workstation. (2) New lease for MAFIA Software 4.01X for one year to operate on Sun Workstation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LeRC intends to purchase the items from AET ASSOCIATES under FAR 6.302 OTHER THAN FULL AND OPEN COMPETITION, and Authority 10 U.S.C. 2304(d)(1)(B) or 41 U.S.C. 253 (d)(1)(B). The leasing of the MAFIA Software is mission critical because it enables personnel in the Electron Device Technology Branch to accurately design traveling-wave tubes. The branch has developed expertise over the last five years in developing and verifying methods of using this software to solve design problems. To switch to another three-dimensional particle-in-cell electromagnetic simulation software code would cause a considerable disruption in our design capacity. The only available supplier for this software is AET Associates, Inc. 20370 Town Center Lane, Suite 252, Cupertino, CA. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested firms have five days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the five days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
