(MARCORSYSCOM) invites industry to comment on their development efforts
for the design and fabrication of a Night Vision Laboratory. NO
SOLICITATION EXISTS AT THIS TIME. The U.S. Marine Corps Warfighting
Laboratory (MCWL) is conducting market research to seek sources,
contract vehicles, technical information and approximate costing for a
night vision laboratory. The goal of this request is to maximize the
use of commercial-off-the-shelf technology while providing the USMC
with a technologically advanced training facility, designed to
reinforce instruction of Marines in effective use of Night Vision
Goggles (NVG's). A description of the facility envisioned is as
follows: The facility will be an indoor climate controlled building
which will accommodate 4 lanes/courses each measuring 30 feet by 90
feet. The 30-foot width for each course will allow a Fire-team size
unit (4 Marines) to receive training as fighting unit. Each course will
replicate hours of darkness with simulated ambient light from the night
sky for four types of terrain; e.g., Woodland/forest, jungle, desert,
and urban/built-up area. The courses will have obstacles commonly found
when traversing such terrain in the real world, e.g., a series of
downed trees in a forest environment. Additionally, the facility will
have a monitoring control system in an administrative area. Monitoring
will be accomplished through use of television monitors linked to
day/night capable cameras. Lighting for the entire building will be
controlled from a central control station in the administrative area.
The control station will also have remote trigger devices for
activation of various weapons simulators. Each course will be designed
to provide an environment where the Marines wearing NVGs must practice
proper scanning techniques, identifying and negotiating obstacles,
adjusting the NVG focus, using infrared light sources, and establishing
effective communications with each member of the unit. For purposes of
normal training there will be one entrance point at the beginning of
the first course, a transition point to the second lane, a transition
point to the third lane, a transition point to the fourth lane and an
exit point from the fourth lane. For purposes of safety each lane
should have a separate entrance/exit. The Government will provide a
suitable building to house the described training facility. Contractor
responsibilities may include, but will not be limited to, the design
and fabrication of the 4 terrain lanes, as well as the installation of
video/audio monitoring systems. The contractor would work with the
Marine Corps Base Quantico, Public Works Department in order to
accomplish required electrical wiring in support of lighting and
simulator devices, and to alter or install needed climate control
equipment. This request is for information only. Interested companies
may submit a data package and/or, by arrangement, provide a not to
exceed 60 minute brief at the Laboratory. Vendors are requested to
provide specifications and data on night vision laboratories and
comment on the following issues: Point out unclear/inconsistent
requirements. Are there any overly restrictive requirements? Identify
workable and efficient alternatives. Based upon Standard Industrial
Classification Code (SIC) 7999, $5.0 million, interested sources should
also provide information on their business size (i.e., large, small,
8(a), small disadvantaged or woman owned). Interested sources should
send descriptive literature on the afore mentioned night vision
laboratory along with information regarding their business
capabilities, business size within 30 days to: Commander, Marine Corps
