professional head of the UK's Defence Medical Service (DMS) which
delivers healthcare to service personnel and civilians in peacetime and
on military operations. The Surgeon General has a strategic goal to
achieve a single and fully interoperable medical communications and
information strategy by the year 2005. In pursuit of the above
strategic goal, the Authority, subject to the financial and other
approvals for the project being obtained, is now seeking to procure
services to address the information needs of the DMS. The scope will
include most, or all, of the information requirements of the DMS, which
currently comprises the following main business functions: overall
policy development (including tri-Service epidemiology) and policy
promulgation; medical personnel, planning and policy audit; strategic
planning of medical operational capability support; primary healthcare
for the three Services which includes occupational health, public
health, health promotion, defense epidemiology and the delivery of
general practitioner services included when deployed in military
operations; secondary health care provision and access for the three
Services, and provision for the training of secondary healthcare
clinicians and other medical staff for deployment in military
operations; dental care for the three services; medical supplies
provision (and medical supplies advice) to primary healthcare centers,
dental centers, defense secondary healthcare centers and to medical
support in military operations; and healthcare training provision.
Potential Service Providers should note that a number of manual and
automated information systems addressing parts of the above requirement
are already deployed or under development. Potential Service Providers
who successfully pass the pre-qualifying stage will be invited to
propose approaches to include the functions provided by these systems
within the new managed service(s). Proposed approaches might include
integration, development and/or replacement of these systems subject to
