R -- JCAHO CONTINUOUS SURVEY READINESS PROGRAM DUE 020199 POC Margaret M. Cook 602-222-6405 The Carl T. Hayden VA Medical Center is seeking potential sources that can provide Continuous Survey Readiness Program support for JCAHO readiness for the Veterans Integrated Service Network 18 (VISN 18). Contactor shall assist the VISN 18 in a continous survey readiness process designed to improve quality of care, reduce expense for compliance with JCAHO standards, reduce stress associated with the preparation for the triennial JCAHO survey, and be in a state of continuous readiness for surveys. Contractor shall provide a JCAHO employee Regional Representative who possesses the requisite skills and experience to fulfill the duties which incolude making quarterly consulting visdits to VISN 18 facilities, assist in educational programs, and provide JCAHO interface. Contractor shall provide a JCAHO surveyor cadre from which surveyors and educational program leaders will normally be drawn. Provide quarterly consulting visits of 3 hours in length by the JCAHO Regional Representative or may reduce the visits duration for quarter and bank the time for a longer visit in a later quarter. Each visit will be preceded by the development of a pre-planned agenda, which shall guide the Dedicated Regional Representatives on the site visit. During these visits, it is expected that the Dedicated Regional Representative will answer questions of the organization's representatives related to survey, survey process, and standards or otherwise facilitiate the resolution of any issue by assisting the organization in securing an appropriate response from other JCAHO resources. There will be twelve visits in each 36 month cycle, with at least one of which will be to provide oversight for a self-administered mock survey at each facility. Provide a central JCAHO educational program annually. Its purpose is to update participants with all relevant JCAHO standards and the survey process. One VISN liaison representative and three individuals shall attend the multi-day program (2 days) from each VISN facility. JCAHO shall provide faculty, administration (to include space arrangements, food, photocopying and binding handout materials) which shall be included as part of this requirement. Provide each year 3 one-day educational briefings. The purpose of these one day sessions is to review problematic standard compliance issues and share examples of exempliary compliance between providors. JCAHO faculty shall administer and preside over these meetings which shall be included as part of this requirement. Provide each quarter a one-hour telephone educational conference (TelNet). The purpose of these one-hour quarterly presentations are to review topics relevant to standard compliance and will be in coordination with the functional chapters being studied each quarter. Provide an advisory user forum made up of JCAHO, VISN 18 and other participating organizations to monitor and evaluate the Continuous Survey readiness Program activities which shall be part of this requirement. This is NOT, REPEAT, NOT a request for proposal. No solicitation package shall be issued. The government will not respond to any request for a solicitation package in response to this notice which is to identify potential sources.
