SOLICITATION: Work includes furnishing all labor, tools, equipment and
materials to demolish and remove the existing Caucus Channel Range
Rear Light and construct a new foundation for a new Aids to Navigation
range tower. The work also includes the placing and erecting of the
government furnished 55' tapered tower on the newly constructed
foundation. The work shall be located on the Naval Air Station in
Pensacola, Florida. The site is located on a rather isolated section of
the beach fronting Pensacola Bay. The characteristic soil conditions of
the beach are a 1' 2' layer of very loose sand with moist, more dense
sand underlying. Access to the site via land will require transit of
approximately -- 1 mile of the beach. Access to the site via water
would require a very shallow draft work barge due to recent shoaling of
the bay just off the beach. This solicitation is issued pursuant to the
Small Business Competitiveness Demonstration Program and is open to
large and small business participation. This solicitation/contract will
incorporate all applicable provisions and clauses in effect through FAC
97-07. The SIC Code is 1629 and the size standard is $17.0M. Payment
bond is required, prior to Notice to Proceed, if award is over
$25,000.00. All responsible sources may submit a quote, which will be

(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The COT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
