synopsis/solicitation for commercial item prepared in accordance with
FAR part 12.6, as noted with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation notice and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97.8. The 11th
Contracting Squadron intends to procure non-personal services necessary
for the removal of existing carpet, purchase and installation of new
carpet at Bolling AFB DC. A site visit is set for 5 Jan 99 at 1000AM.

. Contractor's request SHALL include name, address, phone, cage code,
DUNNS number, business size/type (i.e. small business-women owed,
minority owned etc). To be eligible for award, contractor must be
registered with the Central Contractors Registration (CCR), which may
be contacted by calling 1-888-227-2423 or online at
http://ccr.edi.disa.mil/ccragent/plsql/ccr.welcome. All responses must
be received by 12Noon 8 Jan 99. Description of services: The
contractor shall provide all personnel, equipment, tools, materials,
transportation, supervision, and other items and services necessary to
remove existing carpet and provide and install new carpet and cove
base, as listed below. The location is the north end of the 3rd floor
of building 5681, Bolling AFB, DC. The following short work description
shall serve as general information only, and shall not limit the
contractor's responsibility or obligation to conform to all state,
local laws and in accordance with manufacturer's recommendations. The
estimated quantity is 8,800 square feet. The contractor shall
responsible to verify all quantities and measurements. General
Requirements: The contractor shall remove existing carpet and reinstall
new carpet as listed. Contractor shall remove and replace cove base
with same or similar cove base. Before replacing cove, contractor shall
provide sample of the cove base to the Government's Quality Assurance
Inspector. AREA 1: Lobby at elevator (room 316). Contractor shall
install tiles furnished by the government. Carpet tiles provided are
blue Bentley Mills, Victoria Square, style US400, Morning Glory color
2362, pattern 20, run 171070T, dye lot 727783-5. Tiles are stored in
building 5681. The estimated square footage of this area is 365 sq. ft.
Contractor shall remove and replace cove base with same or similar cove
base to match existing cove base in the hallway. AREA II: Work station
area (Rooms 320, 321, 330, 350,351, 352, 353, 354A, 354B, 355, 356,
357, 358, 359,370, 372, Corridor 30 and corridor 370A. Carpet for this
area shall be Lee's Faculty IV broadloom, style 4217, Blue Magic, 1/8"
gauge, yarn dyed, with smoke density less than 450. The estimated
quantity for this area is 7,470 square yards. Contractor shall remove
and replace cove base with same or similar cove base. AREA III: Private
office Room 354C and conference rooms 355 and 340.These areas require
a patterned carpet with a 9" border on all four sides. The patterned
carpet shall be Bigelow, Fontano, Night Seas, cut/uncut graphic, 1/8
gauge, solution dyed, IAQ# 18133878, with a smoke density of less than
450.The estimated quantity of this area is 800 square feet. The 9"
border shall be Mohawk Aladdin, weave point, color Adriatic, 1/10
gauge, dense commercial cut pile, with a smoke density of less than
450. The estimated quantity of the border is 165 square ft. Contractor
shall remove and replace cove base same or similar cove base where
needed. The contractor shall be responsible for moving and protecting
any equipment in the work area and replacing it in the same location
when work is completed. Damages resulting from the contractors
operations shall be repaired or replaced by the contractor at no
additional expense to the government. All carpet removed shall be
disposed of by the contractor at an off base site, meeting all local,
County, State and Federal regulations. Contractors Qualifications: The
contractor must be regularly engaged in the business of installing
carpet, using procedures recommended by the carpet manufacturer and
standard trade practices. All installers shall be approved and
certified by the carpet manufacturer or by an experienced installation
